§ 10.28.190. Council to establish zones.¶
The City Council may by resolution determine the location of and establish loading zones, passenger loading zones and bus loading zones.

§ 10.28.200. Loading zones.¶
Loading zones shall be indicated by appropriate signs indicating such zone or by a yellow line stenciled with black letters “LOADING ONLY,” upon the top or side of all curbs within such zones.

§ 10.28.210. Passenger loading zones.¶
Passenger loading zones shall be indicated by appropriate signs or by a white line stenciled with black letters “PASSENGER LOADING ONLY,” upon the top or side of all curbs within such zones.

§ 10.28.220. Bus loading zones.¶
Bus loading zones shall be indicated by appropriate signs or by a red line stenciled with white letters “NO STANDING” together with the words “BUS ZONE” on the top or side of all curbs within such zones.

§ 10.28.230. Only bus to use bus loading zones.¶
No person shall stop, stand or park any vehicle except a bus in a bus loading zone.

§ 10.28.240. Curb markings to indicate no stopping and parking regulations.¶
A. The Director of Public Services is authorized, subject to the provisions and limitations of this title, to place, and when required in this title shall place the following curb markings to indicate parking or standing regulations, and said curb markings shall have the meaning set forth in this section:
Red shall mean no stopping, standing or parking at any time except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signposted as a bus zone.
Yellow shall mean no stopping, standing or parking at any time between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays for any purpose other than loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than 20 minutes.
White shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers which shall not exceed three minutes and such restrictions shall apply between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays and except as follows:
a. When such zone is in front of a hotel the restrictions shall apply at all times;
b. When such zone is in front of a theater the restrictions shall apply at all times except when such theater is closed; or for the purpose of depositing mail in an adjacent mailbox.
Green shall mean no standing or parking for longer than 20 minutes at any time between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays.
Blue shall mean parking limited exclusively to the vehicles of physically handicapped persons.
B. When there are no curbs, the Director of Public Services shall indicate the parking or standing regulations by installing in lieu of curb markings appropriate signs giving notice of such regulations.
C. When the Director of Public Services, pursuant to this title, has caused curb markings or appropriate signs to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking or adjacent to the side of any roadway so appropriately signed, in violation of any of the provisions of this section or of such curb markings or signs.

§ 10.28.250. Effect of permission to load or unload.¶
A. Permission granted in this chapter to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than 20 minutes.
B. The loading or unloading of materials shall apply only to commercial deliveries, the delivery or pickup of express and parcel post packages and United States mail.
C. Permission granted in this chapter to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage but shall not extend beyond the time necessary therefor and in no event for more than three minutes.
D. Within the total limit above specified the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges granted by this section.

§ 10.28.260. Standing for loading or unloading only.¶
No person shall stop, stand or park a vehicle in any yellow loading zone for any purpose other than loading or unloading passengers or material for such time as is permitted in PMC § 10.28.250.

§ 10.28.270. Standing in any alley.¶
No person shall stop, stand or park a vehicle for any purpose other than the loading or unloading of persons or materials in any alley.

§ 10.28.280. Parking for the disabled – Blue curb.¶
A. Purpose and Intent. The City Council finds and declares that public street parking should be preserved for the use of the general public whenever possible. Because approval of blue curb parking spaces for the disabled on the public streets limits the use of those spaces by the general public, they shall be approved only upon a strong showing of necessity by the applicant, based on the factors set forth in subsection B of this section.
B. Approval Process. The Director of Development Services may determine that it is necessary to designate parking spaces on certain public streets for the exclusive use of any vehicle which displays either a disabled person’s identification license plate issued pursuant to Section 5007 of the CVC, or a distinguishing placard issued pursuant to Sections 22511.55 or 22511.59 of the CVC. A blue curb shall not be designated for a specific resident and will be available to any qualified disabled person. In evaluating the request, the Director of Development Services may approve a blue curb only after consideration of the following factors:
Inadequate on-site parking at the applicant’s residence (for example, a steep driveway or inadequate garage/driveway parking) so that the on-street parking space will provide better access to the applicant’s residence;
Lack of reasonable parking alternatives;
Current parking conditions within the neighborhood;
Other conditions deemed necessary by the Director of Development Services;
C. The Traffic Safety Committee shall make a recommendation on any proposed blue curb prior to the Director of Development Services making a determination. Upon the determination of the necessity of blue curb, the Director of Development Services shall request the posting of signs and marking of the curb or edge of pavement with blue paint immediately adjacent to and visible from the space.
D. The applicant must demonstrate a continued need for the blue curb on an annual basis by providing the Director of Development Services with a copy of a current DMV placard. In the event the applicant is no longer eligible for the DMV placard, or has moved from the subject residence, the Director of Development Services shall request the removal of the blue curb.
