2.08.010 - Place and time.¶
The regular meetings of the city council shall be held in the council chambers of the city hall located at 35 Third Avenue, Portola, California, or in such place within the city to which any such meeting may be adjourned. Regular meetings shall be held on the days and at the times as are specified by resolution of the city council.

2.08.020 - Adjourned meeting—Date.¶
The city council may adjourn any regular meeting to date and time certain, which shall be specified in the order of adjournment, and when so adjourned, such adjourned meeting shall be a regular meeting for all purposes. Such adjourned meeting may likewise be adjourned, and when so adjourned, shall be a regular meeting for all purposes.

2.08.030 - Special meetings.¶
Special meetings may be called at any time by the mayor, or by three members of the city council, by complying with the provisions of Section 54956 of the Government Code.

2.08.040 - Quorum.¶
At any meeting of the city council, a majority thereof shall constitute a quorum for the transaction of business, but a less number may adjourn from time to time. In the absence of all of the city council from any regular or adjourned regular meeting, the city clerk may declare the same postponed and adjourned to a stated day and hour, and must thereupon deliver, or cause to be delivered personally to each member of the city council, a written notice of such adjournment as required by Government Code Section 36811.

2.08.050 - Holiday.¶
For purposes of this chapter holidays shall be those set forth in Section 6700 of the Government Code.

2.08.060 - Mayor—Participation not limited.¶
The mayor, or mayor pro-tem, may both move, second and debate from the chair, subject only to such members, and shall be deprived of none of the rights or privileges of councilman by reason of his occupying the chair.

2.08.070 - Mayor—Powers and duties.¶
The mayor or in his absence the mayor pro-tem shall preside and preserve order at all regular and special meetings of the council. He shall state every question coming before the council, announce the decision of the council on all subjects and decide all questions of order without debate, subject, however, to an appeal to the council, on which appeal a member shall speak but once, the chairman having precedence in speaking on question of order.

2.08.080 - Order of business.¶
The order of council business shall be as provided from time to time by resolution.

2.08.090 - Hearings.¶
A. All matters regularly set for hearing before the city council shall be considered in the manner provided by resolution, from time to time.
B. Each person addressing the council shall be limited to no more than five minutes ordinarily. The mayor may refuse to permit repetitive, redundant or irrelevant testimony. When it appears that the testimony represents the views of others in the audience, or if the complexity of issues involved indicates, the mayor may extend the time for addressing the council.
C. Members of the council shall not speak on the subject being heard until after hearing is declared closed by the chair, except that questions may be asked by members of the council before citizens are dismissed from hearing. Special circumstances may permit reopening for specific testimony.
D. When specific statutory or decisional law compels specific procedural safeguards, the procedures set forth above shall not apply.

2.08.100 - Citizens addressing council.¶
A. The regular time for citizens to address the council shall be when the mayor in due order of business invites them to do so. A citizen desiring to address the council shall stand, give his name to the clerk for record, and address the council, and will be limited to five minutes speaking.
B. Any citizen making derogatory or slanderous remarks while addressing the city council shall be forthwith barred by the chair from further speaking before the council to the matter under discussion at this particular meeting.
