15.20.010 - Placement on lots.

It is the purpose of this chapter to, where approved, allow the placement of mobile homes on individual lots. The mobile home would have to conform with the minimum lot size and setbacks for the zone in which it is located and in addition, meet the criteria set forth in this chapter.

15.20.020 - Effect on conversion.

A mobile home which has been placed on a foundation system pursuant to this chapter shall be deemed to be a mobile home and subject to local property taxation pursuant to Section 18551 of the Health and Safety Code and Section 109.7 of the Revenue and Taxation Code.

15.20.030 - Eligibility.

A mobile home shall not be located on a permanent foundation on a private lot unless it:

A. Was constructed after September 15, 1971, and was issued an insignia of approval by the California Department of Housing and Community Development or was constructed after July 1, 1976, and was issued an insignia of approval by the U.S. Department of Housing and Urban Development; and

B. Has not been altered in violation of applicable codes.

15.20.040 - Requirements.

Mobile homes located on a foundation system on a private lot shall:

A. Be occupied only as a residential use type;

B. Be subject to all provisions of this chapter applicable to residential structures;

C. Meet all requirements for the zone in which they locate;

D. Be attached to a foundation system in compliance with all applicable building regulations, and Section 18551 of the Health and Safety Code;

E. Be covered with an exterior material customarily used on conventional dwellings. The exterior covering material shall extend to the ground, except that when a solid concrete or masonry perimeter foundation is used, the exterior covering material need not extend below the top of the foundation;

F. Have a roof consisting of shingles or other material customarily used for conventional dwellings;

G. The mobile home may be required to have porches and eaves, or roofs with eaves when, in the opinion of the planning commission, it is necessary to have it compatible with the dwellings in the area.

15.20.050 - Modification of criteria.

Modification of the criteria set forth in Section 15.20.040 may be granted if the planning commission finds that such modification will not be detrimental to the public interest or surrounding residents and properties. No modification may be granted from subsections A, B, C or D of Section 15.20.040.

15.20.060 - Surrender of registration.

A. Subsequent to applying for the required building permits, and prior to occupancy, the owner shall request a certification from the Department that a certificate of occupancy be issued pursuant to Section 18551(b)(2) of the California Health and Safety Code. Thereafter, any vehicle license plates, certificate of ownership, and certificate of registration issued by a state agency is to be surrendered to the appropriate state agencies. Any mobile home which is permanently attached with underpinning or foundation to the ground must bear a California insignia or federal label, pursuant to Section 18559(b) of the Health and Safety Code.

B. Prior to installation of a mobile home on a permanent foundation system, the mobile home owner or a licensed contractor shall obtain a building permit from the department of building and safety. To obtain such a permit, the owner or contractor shall comply with all requirements of Section 18551(a) of the State Health and Safety Code.
