15.04.010 - Purpose.¶
A. The purpose of this title is to establish the minimum requirements to safeguard to public health, safety and general welfare through structural strength, means of egress facilities, stability, sanitation, adequate light and ventilation, energy conservation, and safety to life and property from fire and other hazards attributed to the built environment and to provide safety to firefighters and emergency responders during emergency operations.
B. This title provides for the administration and enforcement of the building, residential, plumbing, mechanical, electrical, fire prevention, energy, housing, green building, building conservation and historical codes adopted by the City of Portola.

15.04.020 - California Building Standards Code adopted.¶
A. The latest adopted California Building Standards Code is hereby adopted by the City of Portola and incorporated by reference into the City of Portola Municipal Code, as amended by this chapter. The 2016 California Building Standards Code includes, but is not limited to, the following:
The latest adopted California Administrative Code of the California Code of Regulations Title 24, Part 1.
The latest adopted California Building Code, Volumes 1 and 2 of the California Code of Regulations Title 24, Part 2.
The latest adopted California Residential Code of the California Code of Regulations Title 24, Part 2.5, including:
a. Appendix G, Swimming Pools, Spas, and Hot Tubs.
b. Appendix H, Patio Covers.
The latest adopted California Electrical Code of the California Code of Regulations Title 24, Part 3.
The latest adopted California Mechanical Code of the California Code of Regulations Title 24, Part 4.
The latest adopted California Plumbing Code of the California Code of Regulations Title 24, Part 5.
The latest adopted California Energy Code of the California Code of Regulations Title 24, Part 6.
The latest adopted California Historical Building Code of the California Code of Regulations Title 24, Part 8.
The latest adopted California Fire Code of the California Code of Regulations Title 24 Part 9.
The latest adopted California Existing Building Code of the California Code of Regulations Title 24, Part 10.
Latest adopted California Green Building Standards Code, as published by ICC, triennial compilation and publication of the California Building Standards Commission, California Code of Regulations, Title 24, Part 11, this title is intended to be known as the CAL Green Code as amended July 1, 2019, and effective January 1, 2020. The adoption of Part 11 identifies the required green building measures necessary to meet the minimum requirements and shall not include voluntary tier measures.
The latest adopted California Referenced Standards Code of the California Code of Regulations Title 24, Part 12.
B. There is at least one copy of said code on file in the office of the building official for use and examination by the public.
C. Fees. The fees for permits issued under this chapter are those established by resolution of the city council.

15.04.030 - Uniform Code for the Abatement of Dangerous Buildings adopted.¶
The Uniform Code for the Abatement of Dangerous Buildings, 1997 Edition, together with appendices and/or supplements thereto, as adopted by the International Conference of Building Officials, three true copies of which are on file in the office of the city clerk, is adopted by reference as the Code for the abatement of dangerous buildings of the city.

15.04.040—15.04.060 - Reserved.¶
15.04.070 - Uniform Housing Code adopted.¶
The Uniform Housing Code, 1997 Edition, together with appendices and/or supplements thereto, as adopted by the International Conference of Building Officials, three true copies of which are on file in the office of the city clerk, is adopted by reference as the housing code of the city.

15.04.080—15.04.100 - Reserved.¶
15.04.110 - Severability.¶
The severability provision of the Portola Municipal Code is revised only in regards to the section number, which is hereby changed from Sections 15.04.090 to 15.04.110 to maintain clarity of the Code. The substantive material shall remain unchanged to read: If any section, subsection, sentence, clause or phrase of the ordinance codified in this chapter is for any reason held to be unconstitutional, such decision shall not affect the validity of the remaining portions of such ordinance. The council hereby declares that it would have passed such ordinance and each section, subsection, sentence, clause and phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared unconstitutional.
