2400 - Creation and dissolution.¶
Commissions shall be created or dissolved by Resolution, carried by the affirmative votes of not less than three (3) members of the Council.
2401 - Removal.¶
Members of any Commission may be removed from such office, with or without cause, at any time, by the Council. No such removal shall be effective unless by a majority vote of the full Council, made at a regular, special or adjourned meeting of the Council
A member of any Commission who is absent, without cause, from three (3) successive regular meetings of such Commission shall be deemed to have, automatically, vacated his office.
An absence due to illness or an unavoidable absence from the City shall be deemed an absence for cause, provided that notice thereof is given to the Secretary of the Commission by such member, on or before the day of any regular meeting of the said Commission.

2402 - Meetings.¶
Each Commission shall establish the time and place of its regular meetings subject to the approval of the Council. All such meetings shall be conducted in accordance with the Ralph M. Brown Act.
2403 - Reserved.¶

2404 - Organization.¶
Each Commission shall elect one of its members as Chairman and one of its members as Vice Chairman, each of whom shall serve for a term of one (1) year. Each Commission shall adopt rules for the transaction of its business and shall keep a record of its proceedings, which shall be open for inspection by any member of the public.
2405 - Appointments.¶
(a) Members of Commissions shall be appointed as follows: each member of the Council shall appoint members equal to the divisible of the seats on the commission by the number of Council Members, so that all Council Members have equal appointments on the Commission, subject to approval by a majority of the Council.
(b) Members shall serve a term of four (4) years, expiring on January 31st following the expiration of the appointing Council Member's term. When there is a creation of a new Commission the term shall be the length of time remaining for the appointing Council Member, expiring the 31st day of January following said expiration, for the first term only.
(c) Whenever a vacancy occurs on any Commission, such vacancy shall be filled in the manner set forth in this Chapter. Where a vacancy occurs leaving an unexpired term, the subsequent appointment shall be made for the balance of such unexpired term.
(d) Except the removal of a Commission member as provided in Section 2401 hereof, or vacancy due to absence as provided in Section 2403 hereof, notwithstanding the expiration of the term of a Commission member, such member shall continue to serve as such, until a successor is appointed and qualified.

2407 - Compensation.¶
Each member of a Commission shall be entitled to such compensation and expense reimbursement as may be set by the Council from time to time.
2408 - Continuation in office.¶
Members of Commissions holding office as such, as of the effective date of this Code, shall continue in such offices, for the term to which they were appointed; provided, that the provisions of this Chapter shall control and govern such continuance in office.
2409 - Secretary.¶
The City Manager or his designee shall be the ex officio secretary of each Commission. The City Manager shall provide appropriate secretarial assistance for each Commission, and shall provide for the maintenance of all permanent records of each such Commission.
2410 - Duties.¶
The duties of each commission shall be as set forth in the resolution which authorized its creation or by applicable law.
