1-9-1: GOVERNING OFFICERS:¶
The government of the city shall be vested in the following officers:
(A) A council of five (5) members.
(B) A clerk.
(C) A treasurer.
(D) Such subordinate officers or employees as are provided for by law, and deemed necessary by the council for the proper administration of the municipal government 1 . (1962 Code)
1-9-2: QUALIFICATIONS:¶
A person is eligible to hold elective office in the City if the person is a registered voter of the City at the time nomination papers are issued and shall be a resident of the incorporated city limits of Placerville. Residency shall be established in accordance with Government Code section 244. Ownership of real property, a business, or other financial interest within the City shall not constitute residency for purposes of this section. (1962 Code; amd. Ord. 1734, 4-14-2026)
1-9-3: ELECTIVE OFFICERS; TERMS:¶
The elective officers of the city shall hold office for a term of four (4) years, and until their successors are elected and qualified 3 . (1962 Code)
1-9-4: OATH:¶
Before entering upon his duties, each city officer shall take and file with the clerk the constitutional oath of office 1 . (1962 Code)
1-9-5: VACANCIES:¶
The council shall fill any vacancy occurring in the offices provided for herein, by appointment. If a vacancy occurs in an elective office and the council fails to fill it within thirty (30) days, its shall immediately cause an election to be held to fill the vacancy. Any person appointed or elected to fill a vacancy shall hold office for the unexpired term of the former incumbent 2 . (1962 Code)
1-9-6: BONDS OF OFFICERS:¶
Before entering upon the duties of their offices, the clerk and treasurer shall each execute a bond to the city. The penal sum of the bond shall be the amount recommended by the attorney and fixed by the council not less than thirty (30) days before the election of the officers. The council may require bonds of any other officer or employee of the city, and shall approve all bonds. When approved the clerk's bond shall be filed with the mayor, and other bonds shall be filed with the clerk 3 . (1962 Code)
1-9-7: SALARIES:¶

(C) The salaries of appointive officers shall be as set forth by resolution of the council from time to time 4 . (1962 Code)
1-9-8: CITY HALL OFFICE HOURS:¶
The city hall which is situated at 485 Main Street, will be open to the general public for the purpose of transacting business, Monday through Friday inclusive, between the hours of eight o'clock (8:00) A.M. and five o'clock (5:00) P.M. of each day, except legal holidays. The city hall shall also be open to the general public for the purpose of attending any council meeting held therein.
The city hall will not be open on either Saturday or Sunday for the transaction of business. (Ord. 1161, 7-25-1978)
1-9-9: MEMBERS OF COMMISSIONS, BOARDS, OR COMMITTEES:¶
Qualifications for city council are set forth in section 1-9-2 of this chapter, and qualifications for members of the planning commission are set forth in section 2-2-3 of this code. All other members of commissions, boards or committees of the city, except for the community pride/beautification committee, must be residents of the city of Placerville or residents of El Dorado County, and either own real property in the city or manage/operate a business in the city paying a business license tax to the city. Members of the community pride/beautification committee must be residents of El Dorado County. (Ord. 1605, 10-25-2005)
1-9-10: GENERAL MUNICIPAL ELECTIONS:¶
(A) The general municipal elections for the city shall be held concurrently with and on the same day as the statewide general election, as such elections may be called under the law of the state. The first such election shall be held on November 5, 1996. It is the city's intent to consolidate all such municipal elections with the county of El Dorado, unless otherwise called pursuant to a duly adopted resolution of the city council.
(B) Those elected city officers whose four (4) year terms of office would have, prior to the adoption of this section, expired on Tuesday succeeding the second Tuesday in June of an even numbered year, shall instead continue in their offices until no later than the fourth Tuesday after the day of the general municipal election, and until their successors are elected and qualified.
(C) Within thirty (30) days after this section becomes operative, the city clerk shall cause a notice to be mailed to all registered voters informing the voters of the changes in the election date. The notice shall also inform the voters that as a result of the change in election date, elected city officeholders' terms in office will be changed. (Ord. 1520, 2-28-1995)
