101. Name and Boundaries.

The name of the county is "Placer County." Its boundaries and county seat shall be and remain as they are at the time this Charter takes effect.

102. Powers.

The county has and shall have all the powers which are now or may hereafter be provided by the Constitution and the laws of the State of California and by this Charter.

103. Exercise of Powers.

The powers mentioned in the preceding section shall be exercised only by a Board of Supervisors or though agents and officers acting under its authority or authority conferred by law.
