Chapter 23.106 — SPECIFIC PLAN 6

§ 23.106.010. Location.

Specific Plan 6 shall cover an area of approximately 4.1 net acres on the northwest corner of Orangethorpe Avenue and Richfield Road.

§ 23.106.020. Purpose.

The purpose of this specific plan is to provide single-family detached housing of an alternative design while maintaining as many R-1 development standards as possible: to provide private and common recreation opportunities, mitigate impacts from noise and oil production and provide safe vehicle and pedestrian circulation.

§ 23.106.030. Permitted uses.

Uses permitted in the area of Specific Plan 6 shall be as follows:

  • (1) Detached single-family residences including garages;

  • (2) Hydrocarbon extraction per Chapter 23.63 ;

  • (3) Common private recreation facilities and guest parking areas;

  • (4) Home occupations per Section 23.81.020 .

§ 23.106.040. Uses permitted subject to obtaining a use permit.

Uses permitted subject to obtaining a use permit in the Specific Plan 6 area shall be as follows:

(1) Large family daycare. (Ord. 87-O-123, 1987)

§ 23.106.050. Density.

The maximum allowable density in the Specific Plan 6 area shall be eight (8) dwelling units per acre. (Ord. 87-O-123, 1987)

§ 23.106.060. Height.

Maximum height for structures in the Specific Plan 6 area shall be thirty (30) feet. (Ord. 87-O-123, 1987)

§ 23.106.070. Building site area-Lot dimensions.

Minimum building site area and lot dimensions for residential lots in the Specific Plan 6 area shall be as follows:

  • (1) Lot size: 3,000 square feet;

  • (2) Lot width: 50 feet;

  • (3) Lot depth: 60 feet;

  • (4) Lots located on the curve of a street may be irregular in shape and have less than the standard frontage provided that in no case shall the frontage be less than twenty (20) feet.

§ 23.106.080. Lot coverage.

Maximum allowable lot coverage by structures in the Specific Plan 6 area shall be as follows:

  • (1) The maximum allowable building coverage including covered patios shall be not more than fifty {50) percent of the net lot area of any single residential lot.

  • (2) The maximum allowable floor area per dwelling unit shall not be less than one thousand three hundred (1,300) square feet.

§ 23.106.090. Building setbacks.

Building setbacks from individual property lines shall be as follows:

  • (1) Front yard-10 feet except that 20 feet are required to the garage door of a front entrance garage:

  • (2) Rear yard-10 feet;

  • (3) Side yard-5 feet;

(4) The setbacks for room additions shall be the same as that for original construction. (Ord. 87-O-123, 1987)

§ 23.106.100. Patio covers and accessory structures.

Patio covers and accessory structures in the Specific Plan 6 area shall comply with the following:

  • (1) Plans must be stamped approved by the home owners association;

  • (2) Setbacks shall be the same as for the main building except that rear yard setbacks shall be five (5) feet;

  • (3) Be designed in a manner compatible with the architecture of the main building including roof material if not open lattice style.

§ 23.106.110. Off-street parking.

The requirements for off-street parking in the Specific Plan 6 area shall be the same as those for the R-1 district as stated in Section 23.78.030 and all other applicable sections of Chapter 23.78 . (Ord. 87-O-123, 1987)

§ 23.106.120. Streets—Guest parking—On-street parking— Sidewalks—Emergency vehicle access.

  • (a) Streets. Private streets shall be a minimum of thirty (30) feet in width curb face to curb face.

  • (b) Sidewalks. A four (4) foot wide sidewalk adjacent to curb shall be placed on one side of the street.

  • (c) Guest Parking. Guest parking spaces shall be provided at a rate of one (1) space for each three (3) dwelling units.

  • (d) On-Street Parking. Parking shall be permitted on one side of the private street.

  • (e) Emergency Vehicle Access. An E.V.A. sixteen (16) feet in width shall be provided in lieu of a secondary street access.

§ 23.106.130. Recreation facilities.

Common recreation facilities shall be provided to include play equipment for small children such as sandbox, swings, slides, etc.

§ 23.106.140. Parkways.

There shall be a minimum ten (10) foot wide landscaped parkway beyond the public right-of-way at the perimeter of the project area. (Ord. 87-O-123, 1987)
