Chapter 14.20 — CROSS-CONNECTION CONTROL BOARD

14.20.010 - Established.¶
There is created the cross-connection control board consisting of the general manager of the water and power department, the director of planning and community development, and the health officer of the city or their duly appointed representatives. These officials will be referred to in this chapter as "the board."

14.20.020 - Purpose.¶
The purpose of the board is to coordinate the cross-connection control program of the building division, public health department and water division of the city. The board shall adopt such policies and procedures as are necessary to obtain reasonable and effective administration of regulations relating to cross-connections, backflow and backsiphonage as set
forth in this code, the health and sanitation code, and the water rate ordinance of the city, and "Regulations Relating to Cross Connections" of the state of California, Department of Public Health.

14.20.030 - Power to abate.¶
The board shall have the power to condemn and compel the alteration or removal of plumbing fixtures, appliances or devices heretofore installed if it finds they are a serious sanitary hazard or a probable cause of contamination of the water supply of the city.

14.20.040 - Approval by testing agency.¶
A.
Before accepting any backflow prevention device for installation, the board shall require such device be submitted to a recognized testing agency for approval.
B.
No unapproved plumbing fixture, appliance or device shall hereafter be installed in the city.

14.20.050 - Installations and testing.¶
A.
The board may prescribe the procedure and frequency of tests of backflow prevention devices heretofore or hereafter installed and may require that such tests be made by persons certified by the board to do so.
B.
The board may prescribe the type of backflow prevention system, the method of installation of such system, and may require that certain specific approved types of backflow prevention devices be installed when in the opinion of the board such device is necessary to give adequate protection.

14.20.060 - Disconnection or property vacation orders.¶
The board may cause water service to be disconnected to any property served by the water system of the city after 24 hours' notice to the owner or occupant of the property if such owner or occupant fails to comply with a notice to correct conditions or perform prescribed device tests within a time specified by the board, and may further order the building or property vacated because of a hazard to the health of the occupants.
