Chapter 10.04 — TRAFFIC REGULATIONS DEFINITIONS

A.

The words and phrases defined in Section 10.04.020 through 10.04.140 when used in this title shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.

Whenever any words or phrases used in this title are not defined herein, but are now defined in the Vehicle Code of this state, such definitions are incorporated herein and shall be deemed to apply to such words and phrases used herein as though set forth herein in full.

"Holidays," within the meaning of this title, are the first day of January, the twelfth day of February, the twenty-second day of February, the thirtieth day of May, the fourth day of July, the first Monday in September, the ninth day of September, and the twelfth day of October, the eleventh day of November, the twenty-fifth day of December, and Thanksgiving Day.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

"Official time standard" means standard time or daylight saving time as may be in current use in this city.

"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

"Parkway" means that portion of a street other than a roadway or a sidewalk.

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

"Person" means every natural person, firm, copartnership, association or corporation.

"Police officer" means every officer of the police department of this city.

"Traffic" means pedestrians, ridden or herded animals, vehicles, and other conveyances either singly or together while using any street for purposes of travel.

"Official traffic control devices" means all signs, signals, markings and devices not inconsistent with this Title placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.

"Official traffic signals" means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.
