12.08.010 - Permit required.¶
It is unlawful for any person to break, excavate, dig up or in any manner interfere with the surface of any street, sidewalk or alley for any purpose without first obtaining a written permit for such work from the superintendent of streets; and the superintendent shall not give such permit until satisfactory security or pledge shall be given to the superintendent that immediately after the completion of such work, the street, sidewalk or alley, shall be put into condition fully as good as before such interference.

12.08.020 - Permanent patch deferred with deposit for residential new construction.¶
Use of cold mix patch material will be authorized during cold periods when hot mix is unavailable. Contractor or property owner shall be required to make a cash deposit with city treasurer totaling one hundred twenty-five (125) percent of estimated amount to complete the job. If the work is not completed within ninety (90) days of granting of occupancy, the deposit is deemed forfeit and the director of public works is directed to have the work completed.
