Sec. 4-7-10. - Definitions.¶
(a) For purposes of this article, "County of Orange" includes all entities of which the Board of Supervisors is the governing body.
(b) "Smoke" or "smoking" as used throughout this division shall include the carrying, holding, possession, or smoking of a lighted pipe, cigar or cigarette of any kind, or the lighting of a pipe, cigar, or cigarette of any kind.
(c) For purposes of this article, "Department Head" shall mean the person who is the principal officer or employee of an agency, department or district for the discharge of duties provided by law of particular delegated functions. Where an agency, department or district shares a common area of a building or leased area with another agency, department or district, the Director, Public Facilities and Resources Department, will be considered the "Department Head" with respect to common areas.

Sec. 4-7-11. - Prohibition.¶
Smoking shall be prohibited in buildings or motor vehicles owned or leased by the County of Orange and in County of Orange spaces in buildings partially leased by the County of Orange.

Sec. 4-7-11.1. - Notice to employees.¶
Provisions of this article shall be communicated to all current County employees and to all future County employees at the time of their entry into employment.

Sec. 4-7-11.2. - Assistance to employees who smoke.¶
The Personnel Department in cooperation with the County Public Health Officer shall assist County employees who wish assistance in locating and enrolling in classes on how to break their smoking habit.
