Sec. 2-2-134. - Maintenance of facilities.

Public piers and other harbor facilities may be maintained by the County for the purpose of loading and unloading passengers, supplies and boating gear and for similar purposes. It is the policy of the County to maintain such facilities in a manner that will permit the greatest public use and avoid continuous occupancy, congestion or blocking thereof. Where necessary to achieve public use and avoid extended occupancy, congestion or blocking thereof, the Director is authorized and directed to post signs limiting the time during which a vessel may be docked or supplies or gear may be placed at or on any such pier or facility. When such sign is in place giving notice of such time limit, no person shall dock a vessel at any such facility for a period of time longer than posted or permit any supplies or gear to remain on such facility for a period of time longer than posted.

Sec. 2-2-135. - Obstruction of facilities.

No person shall intentionally obstruct the free access to and departure from any portion of any public pier.

Sec. 2-2-136. - Automobiles and vehicles.

No person shall drive any motor vehicle upon any public pier except to discharge or load supplies or passengers to or from a vessel or except as permitted by the Director. No person shall permit any motor vehicle to remain upon any such pier except when actually engaged in discharging or loading such supplies or passengers. Vehicles ready to load shall have preference over those ready to discharge. No person shall park or stop a vehicle where it blocks the approach of any public pier.

Sec. 2-2-137. - Exception.

Notwithstanding the provisions of the preceding section, any person authorized by the County or a city to conduct a business on a public pier may park a vehicle on such pier if such person he obtains written permission to do so from the Director or City Manager, respectively, or if such parking is provided for in a written contract with the County or city. In exercising his/her discretion to grant a parking permit upon behalf of the County, the Director shall consider public safety and convenience, and the needs for an equitable distribution of parking spaces among authorized businesses on the pier.
