Sec. 1-8-10. - Public projects with upper and lower dollar amounts described in…¶
This article applies to public projects with upper and lower dollar amounts described in California Public Contracts Code Section 22032.

Sec. 1-8-11. - Duties of the Director of OC Public Works, Sheriff, and Director of John…¶
(a) The Director of OC Public Works shall maintain a list of qualified contractors, identified according to categories of work. Minimum criteria for development and maintenance of the contractor's list shall be determined by the California Uniform Construction Cost Accounting Commission.
(b) The Director of OC Public Works, Sheriff, or Director of John Wayne Airport, or their designees shall:
(1) Mail a notice inviting informal bids to all contractors on the list for the category of work being bid on to all construction trade journals specified in the California Public Contract Code Section 22036, or both all contractors on the list for the category of work being bid and all construction trade journals specified in California Public Contract Code Section 22036, unless a product or service is proprietary.
(2) Mail all notices to contractors and construction trade journals pursuant to paragraph (1) hereinabove not less than ten (10) calendar days before bids are due. The notice inviting informal bids shall describe the project in general terms, how to obtain more detailed information about the project, and state the time and place for the submission of bids.

Sec. 1-8-12. - Delegation of authority to award informal contracts.¶
The Board of Supervisors hereby delegates the authority under this Article to award informal contracts to the Director of OC Public Works, Sheriff, and Director of John Wayne Airport.

Sec. 1-8-13. - Informal bids in excess of the upper dollar amount described in…¶
If all bids received are in excess of the upper dollar amount described in California Public Contract Code Section 22032, the Board of Supervisors may, by passage of a resolution by a four-fifths (⅘) vote, award the contract, at the dollar amount or less described in Public Contract Code Section 22034(f), to the lowest responsive, responsible bidder, if it determines the cost estimate of the agency or department of the County was reasonable.

Sec. 1-8-14. - Delegation of authority to increase dollar amounts of informal bids…¶
The Board of Supervisors delegates the authority under this Article to increase the dollar amounts of contracts subject to this Article to the Director of OC Public Works, Sheriff, and Director of John Wayne Airport, subject to the requirement that the amount of increase shall be the same as any increase authorized by the Legislature of the State of California or any State regulatory or other agency or commission authorized by the Legislature to increase the amount of contracts subject to the provisions of California Public Contract Code Section 22032.
