Sec. 29A.29. - Passenger for-hire vessels; furnish number of passengers carried upon…¶
The owners, master or person in charge of or operating any passenger vessel for hire using the harbor shall obtain a permit from the district and furnish to the administrative officer information regarding the number of passengers carried, skipper's license and evidence of current Coast Guard vessel inspection if requested.

Sec. 29A.30. - Water taxis and rental vessels; permit and license required.¶
It shall be unlawful to operate any form of water taxi or boat delivery service without first having obtained a permit from the harbor district and a business license from the city. The operator shall have the permit and license available for inspection upon request.

Sec. 29A.31. - Live bait receivers; regulations; nonconformance prohibited.¶
(a) All live bait receivers, while being operated within the waters of the harbor, shall be provided with screen trays in the bottom thereof so as to retain all dead bait within the receiver, which such tray can be raised so as to dispose of such dead bait. All live bait receivers within the harbor shall also have a screen or solid cover or lid which shall fit closely to the bait receiver, unless and except such receiver shall be completely covered by a roof.
(b) Storage of bait and receivers not conforming to the requirements of this article is prohibited at all times; and after notice to the owners thereof, such receiver or receivers may be removed by the administrative officer and stored at the expense of the owner thereof.

Sec. 29A.32. - Commercial bait tank regulations.¶
All operators of vessels whose business it is to catch and furnish live bait or to carry live bait shall, at all times, have aboard a covered can, box or other receptacle in which shall be placed all dead bait as often as it is practicable, for ultimate disposal. Bait tanks on such vessels, as described above, when containing bait shall be covered at all times when such vessels are in the waters of the harbor by a screen cover or other cover which shall fit closely over the top of all such bait tanks except at such times as bait is actually being transferred from the tank to other tanks or receivers.

Sec. 29A.33. - Disposal of bait in harbor prohibited.¶
It shall be unlawful for a person to put, place or allow live bait to be put or placed in the waters of the harbor, except when the same is being actually used for the purpose of fishing; and at no time, for any purpose, shall any person put dead bait or any portion thereof in the waters of the harbor unless the same be attached to a hook or hooks in the act of fishing.

Sec. 29A.34. - Transferal of bait allowed only when vessels moored.¶
A person shall not transfer live bait from one vessel to another vessel within the limits of the harbor except when all vessels involved are moored to a wharf, pier or landing and are within the pierhead lines as established by the harbor district.

Sec. 29A.35. - Sale of live bait.¶
It shall be unlawful for a person to sell live bait within the harbor unless he holds a valid permit to do so obtained from the administrative officer.

Sec. 29A.36. - Commercial fishing docking facility; permit required.¶
(a) It shall be unlawful to moor a vessel at the commercial fishing docking facility without a permit.
(b) Terms, conditions and rates for said permit shall be set by resolution of the harbor board.

Sec. 29A.37. - Registration of commercial service providers.¶
(a) No commercial service provider shall perform work in the harbor without first having obtained the appropriate permit from the administrative officer and having paid all fees as required by the harbor district. For purposes of this section, the term "commercial service provider" shall include all vendors that provide commercial services to the boating community, including, but not limited to, boat painters, boat mechanics, hull cleaners, carpenters, boat detailers, and canvas installation/repair.
(b) Terms, conditions and rates for said permit shall established by resolution of the harbor board.
