Sec. 14.40. - Definitions.¶
(a) Wherever the provisions incorporated in this article refer to a county board, territory, area, agency, official, employee or otherwise, it shall mean the corresponding Oceanside city board, territory, area, agency, official or employee, if such a city entity or individual exists; if no corresponding city entity or individual exists, the term shall refer to the county entity or individual active in that capacity on behalf of the city.
(b) "Health officer" shall mean the health officer of San Diego County, his or her duly authorized representatives, or any person regularly appointed by the city to enforce provisions of this chapter.

Sec. 14.45. - Disclosure of hazardous materials.¶
San Diego County Code of Regulatory Ordinances Sections 68.801 through 68.814 are hereby adopted by reference by the city council of the City of Oceanside.

Sec. 14.50. - Hazardous waste establishments.¶
San Diego County Code of Regulatory Ordinances Sections 68.901 through 68.911 are hereby adopted by reference by the city council of the City of Oceanside.

Sec. 14.55. - Fees.¶
The fees for permits issued pursuant to this chapter [article] shall be those established by the San Diego County Board of Supervisors for countywide application under the provisions of Section 68.812 of the San Diego County Code of Regulatory Ordinances.

Sec. 14.60. - Violations.¶
(a) Each and every day during any portion of which a violation of this chapter [article] is committed, continued or permitted shall constitute a separate offense.
(b) Violation of any of the provisions contained in this chapter [article] shall constitute a misdemeanor, punishable by a fine not exceeding five hundred dollars ($500.00), or imprisonment for a term not exceeding six (6) months, or by both such fine and imprisonment.

Sec. 14.65. - Severability.¶
If any section, sentence, clause or phrase of this article is for any reason held to be invalid or unconstitutional by a decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this article. The city council hereby declares that it would have passed this ordinance and adopted this chapter [article] and each section, sentence, clause or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional.
