• (a) The words and phrases used in this chapter shall have the meanings respectively ascribed to them in this chapter.

• (b) Whenever any words or phrases used in this chapter are not defined herein, but are now or hereafter defined in the Vehicle Code, such definitions are incorporated herein and shall be deemed to apply to such words and phrases used in this chapter as though set forth herein in full.

BUS LOADING ZONE — Means the space adjacent to a curb reserved for the exclusive use of vehicles operated by a public carrier during the loading or unloading of passengers.

CITY — Means the City of Oakdale.

COUNCIL — Means the Council of the City of Oakdale.

CURB — Means the lateral boundary of the roadway whether such curb be marked by curbing construction, or not so marked. The word "curb" as used in this chapter shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rightsof-way of public utility companies.

DIRECTOR — Means the Public Works Director/City Engineer of the City of Oakdale.

"FREIGHT LOADING ZONE" — Means a space adjacent to a curb reserved for the exclusive use of commercial vehicles during the active loading or unloading of materials.

(FOR THE PURPOSE OF THIS CHAPTER ONLY) "HOLIDAYS" — Shall be as specified in Section 6700 of the California Government Code, as the same now exists or may hereafter be amended.

LOADING ZONE — Means the space adjacent to a curb reserved for the exclusive use of vehicles during the active loading or unloading of passengers or materials.

"OFFENDER" — Means a person who violates any provision or fails to comply with any of the requirements of this Code or the provisions of any code adopted by reference by this Code.

OFFICIAL TIME STANDARD — Whenever certain hours are named in this chapter, they shall mean standard time or daylight-saving time as may be in current use in the City.

PARKWAY — Means that portion of a street other than a roadway or sidewalk.

PASSENGER LOADING ZONE — Means the space adjacent to a curb reserved for the exclusive use of vehicles during the active loading or unloading of passengers.

PICKUP — Means to take aboard a load or cargo of the type or kind that the vehicle is designed to haul.

POLICE OFFICER — Means every officer of the Police Department of the City, or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

PUBLIC PARKING FACILITY — Means any lot, space, or area within the City now or hereafter used for off-street parking of vehicles by members of the public, and owned or operated for such use by the City.

STATE — Means the State of California.

TRUCK ROUTE — Means a street, avenue or thoroughfare over and upon which vehicles designed or used for the transportation of commodities or materials may be driven and operated regardless of weight and size of the vehicles; provided the vehicles do not exceed the size and weight of vehicles permitted by state law to be driven upon or over highways and streets within the State of California.

VEHICLE CODE — Means the Vehicle Code of the State of California.

• (a) No driver of a vehicle shall follow any fire apparatus answering a fire alarm, closer than 500 feet or park any vehicle within 300 feet of a fire, or operate or park any vehicle in such a manner as to interfere with any fire apparatus or line of fire hose when in use at a fire or when in place for use in response to a fire alarm.

• (b) No vehicle shall be driven over any unprotected hose of the Fire Department when laid on any street or private driveway to be used at any fire or alarm of fire without the consent of the official of the Fire Department in command. Penalty: See § 18-110.30.

Any person riding upon any bicycle, motorcycle, coaster, roller skates, or any toy vehicle shall not attach the same or himself to any moving vehicle upon any roadway.

• (a) The driver of a vehicle shall not drive within any sidewalk area or parkway except at a permanent or temporary driveway.

• (b) No person shall ride or drive any animal or vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed.

• (c) It shall be unlawful and a misdemeanor for any person to drive any motorcycle, automobile, or truck upon the lawn or any area planted with grass in any park owned by the city. Penalty: See § 18-100.30.

The Council may establish, designate, and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway as follows:

• (a) Crosswalks shall be established and maintained at intersections within the Central Traffic District and at such other intersections within or outside the district where the Council determines that there is a particular hazard to pedestrians crossing the roadway.

No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb, or by the shortest route to the opposite curb except in a marked crosswalk. Penalty: See § 18-100.30.

The City Council determines upon the basis of an engineering and traffic survey that a speed greater than 25 miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon the hereinafter described streets and it is hereby determined and declared that the prima facie speed limit hereinafter set forth is found most appropriate to facilitate the orderly movement of traffic on the streets and that the speed is reasonable and safe. The provisions of this section shall not apply in respect to any 25 miles per hour prima facie speed limit, which is applicable when passing a school building or the grounds thereof.

The use of any streets not designated in a truck route pursuant to Oakdale City Resolution 2000-110 is prohibited by any vehicle exceeding a maximum gross weight limit of five tons, except any vehicle which is subject to the provisions of California Public Utility Code §§ 1031 to 1036, inclusive, and except any commercial vehicle coming from an unrestricted street having ingress and egress by direct route to and from restricted streets where necessary for the purpose of making pickups and deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon each restricted street for which a building permit has previously been obtained therefor.
