§ 21-1. Designation of Entertainment Zone.¶

The area of 3rd Avenue between E and F Streets is hereby designated as an entertainment zone.
§ 21-2. Permitted Hours and Dates.¶

The entertainment zone will operate on Saturdays from 8:00 a.m. to 11:00 a.m. during the months of May through September, provided the Morning Market is active.
§ 21-3. Restrictions on Alcohol Consumption.¶

Alcoholic beverages must be purchased from participating licensed businesses within the entertainment zone and consumed in approved non-glass, non-metal containers.
§ 21-4. Age Verification.¶

Licensed businesses must implement measures to ensure that alcoholic beverages are only served to individuals aged 21 or older.
§ 21-5. Biennial Review.¶

The City shall review the operation of the entertainment zone every two years to ensure compliance with public safety and health standards.
§ 21-6. Restrictions and Provisions.¶

The Chief of Police is granted the authority to establish and enforce restrictions and provisions as necessary to ensure the safety and security of the designated entertainment zone. This includes, but is not limited to, modifying operating hours, restricting access, setting alcohol consumption guidelines, and deploying additional law enforcement resources as required. Additionally, the Chief of Police may mandate the use of a private security company, not at the expense of the City, to provide supplemental security services within the entertainment zone when deemed necessary to address public safety concerns. These measures may be implemented at the Chief's discretion, based on assessments of potential risks, to maintain a safe and orderly environment for all participants and visitors.
