§ 18-2. Uniform Traffic Ordinance – Amendments. [Amended 6-2-2025 by Ord. No. 1291]

• (a) Section 2.5 of the Uniform Traffic Ordinance is amended to read as follows:

"Section 2.5. Director of public works. The office of director of public works is hereby established. The director of public works shall be appointed by the city administrator as appointing authority, and he shall exercise the power and duties as provided in this ordinance and in the traffic ordinances of the city. Whenever the director of public works is required or authorized to place or maintain official traffic-control devices or signals, he may cause such devices or signals to be placed or maintained."

• (b) Section 2.7 of the Uniform Traffic Ordinance is amended to read as follows:

"Section 2.7. Traffic commission. There is hereby established an advisory traffic commission to serve without compensation, consisting of three members appointed by the mayor and approved by the city council, none of which may be city employees. They shall be removed by a majority vote of the city council. The chairman of the commission shall be appointed by the mayor and may be removed by him. The commission shall meet at the call of the chairman or by written request of the director of public works."

• (c) Subsection (a) of Section 3.8 of the Uniform Traffic Ordinance is amended to read as follows:

"Section 3.8(a). Any vehicle that has been parked or left standing upon a street or highway for one hundred twenty or more consecutive hours."

• (d) There is adopted a section to be numbered 8.9, which section is to be a part of the Uniform Traffic Ordinance adopted by this chapter, such section to read as follows:

"Section 8.9. Yield intersections. Whenever any ordinance or resolution of this city designates and describes any intersection of streets as a yield intersection, the director of public works shall erect and maintain yield right-of-way signs at not more than two entrances to such intersections, such signs to be located on the same street."

• (e) Section 7 of the Uniform Traffic Ordinance is amended to read as follows:

"Section 7. The director of public works to erect stop signs. Whenever any ordinance or resolution of this city designates and describes any street or portion thereof as a through street, or any intersection at which vehicles are required to stop at one or more entrances thereto, or any railroad grade crossing at which vehicles are required to stop, the city traffic engineer shall erect and maintain stop signs as

follows:

A stop sign may be erected on each and every street intersecting such through street or portion thereof so designated and at those entrances to other intersections where a stop is required and at any railroad grade crossing so designated; provided, however, stop signs shall not be erected or maintained at any entrance to an intersection when such entrance is controlled by an official traffic control signal. Every such sign shall conform with, and shall be placed as provided in, the Vehicle Code."

• (f) Section 217 of the Uniform Traffic Ordinance of the city is hereby repealed.

• (g) Section 10-4 of the Uniform Traffic Ordinance is repealed.

• (h) (1) No person shall stop, stand or park, or permit to be stopped, left standing or parked, any commercially registered bus, semi-truck, trailer, tractor, or motor truck having a manufacturer's gross vehicles weight rating of ten thousand (10,000) pounds or more on any street except on any street designed as a truck route for a period of time longer than thirty (30) minutes between the hours of 2:00 a.m. and 6:00 a.m.

  • (2) Commercial vehicles having a manufacturer's gross vehicle weight rating of ten thousand (10,000) pounds or more are prohibited from parking or standing on any street in any residential district unless the commercial vehicle is making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located in a residential district or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure located in a residential district for which a building permit has previously been obtained.

  • (3) When any such truck route or routes are established and designated by appropriate signs, the operator of any commercial vehicle or any vehicle exceeding a maximum gross weight of three (3) tons shall drive on such route or routes and no other, except when necessary to traverse another street or streets to a destination for the purpose of loading or unloading but then only by such deviation from the nearest truck route as is reasonably necessary.

  • (4) The provisions of this section shall not apply to:

    • a. Passenger buses under the jurisdiction of the Public Utilities Commission;

    • b. Any vehicle owned by Public Utility while necessarily in the use in the construction, installation, or repair of any public utility; or

    • c. Refuse collection vehicles that operate on City streets pursuant to the provisions of a valid franchise agreement.
