Chapter 18.62 — PRESERVATION AND DEVELOPMENT ZONE

§ 18.62.02. Intent and Purpose. ¶
The Preservation and Development Zone is intended to provide for the coordinated development of planned commercial projects in an orderly and aesthetically pleasing manner that recognizes and preserves significant natural landscape features, open lands, and historical buildings. The zone establishes a more comprehensive review procedure with flexibility in development standards to accommodate existing features. It is intended that areas within the PAD Zone are developed in a manner that will reflect the unique character of the congruous area upon which the zoning exists whether it be natural conditions or the built environment. § 18.62.04. Applicability. ¶
The regulations and general rules set forth in this chapter shall apply in Preservation and Development Zones. The regulations provide for a review of comprehensive development plans and for use and development on existing lots. Where a conflict occurs between the requirements of this chapter and other City requirements, this chapter shall apply. Any proposed project including, but not limited to, division of land, site plan or any grading wholly or partially within a Preservation and Development Zone shall be subject to the provisions of this chapter. § 18.62.06. Uses Permitted Through Approval of a Specific Plan. ¶
The following category of uses (excluding permanent residential uses) may be permitted upon approval of a Specific Plan. A detailed list and description of individually permitted uses and development standards will be established with the adopted Specific Plan pursuant to Chapter 18.52 .
A. Planned mixed-use commercial/office park projects.
B. Planned recreational projects.
C. Planned resort projects.

§ 18.62.08. Residential Uses. ¶
Permanent residential uses are not permitted. Transient occupancy residential uses related to tourism and travel can be permitted through approval of a Specific Plan pursuant to Section 18.62.06 .

§ 18.62.10. Specific Plan Requirement. ¶
To assure that the requirements of this chapter are properly met and the area is comprehensively planned, a Specific Plan as authorized in the California Government Code (commencing with Section 65450 ) and processed in the manner set forth in Chapter 18.52 (Specific Plan) of this code must be in effect prior to the approval of any subdivision of land, and prior to the grading of property for anything other than emergency public safety purposes.
