10.20.010 - Excessive acceleration of motor vehicles.

It is unlawful for any person in operating a motor vehicle within the city, to so accelerate the same as to cause audible noise by tire friction on the travel surface, or to cause the tires of the vehicle to leave skid marks upon the traveled surface except when the acceleration is reasonably necessary to avoid a collision.

10.20.020 - Crosswalks.

A. The city traffic engineer shall establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway as follows: crosswalks shall be established and maintained at all intersections where the city traffic engineer determines that there is particular hazard to pedestrians crossing the roadway subject to the limitation contained in subsection B of this section.

B. Other than crosswalks at intersections, no cross-walk shall be established in any block which is less than four hundred feet in length. Elsewhere not more than one crosswalk shall be established in any one block and such crosswalk shall be located as nearly as practicable at mid-block.

C. The city traffic engineer may place signs at or adjacent to an intersection in respect to any crossing directing that pedestrians shall not cross in the direction so indicated.

10.20.022 - Double penalties for violating traffic regulations in school zones.

A. The fine for a violation of offenses specified in Section 42011 of the California Vehicle Code shall be doubled in the case of misdemeanors, and increased as specified in the case of infractions, if the violation is committed by the driver of a vehicle within a school zone in either of the following situations:

  1. When the school building or grounds thereof are contiguous to a highway and posted with a standard "SCHOOL" warning sign and an accompanying sign notifying motorists that increased penalties apply for traffic violations that are committed within that school zone, and children are going to or leaving the school either during school hours or during the noon recess period.

  2. When the school grounds are not separated from the highway by a fence, gate, or other physical barrier while the grounds are in use by children, and the highway is posted with a standard "SCHOOL" warning sign and an accompanying sign notifying motorists that increased penalties apply for traffic violations that are committed within that school zone.

B. Proceeds from the collection of fines shall be deposited in a designated Bicycle and Pedestrian School Safety Fund, with the funds used to enhance school zone and pedestrian safety, as well as safety education for students.

10.20.030 - Violation deemed infraction.

Violation or failure to comply with any provision of this chapter shall constitute an infraction.
