10.12.010 - Traffic division—Generally.

There is established in the police department a traffic division to be under the control of the police chief.

10.12.020 - Traffic division—Duties.

It is the duty of the traffic division, with such aid as may be rendered by other members of the police department, to enforce the street traffic regulations of this city and all of the state vehicle laws applicable to street traffic in this city; to make arrests for traffic violations; to investigate traffic accidents; to cooperate with the city traffic engineer and other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specially imposed upon the division by this chapter.

10.12.030 - Traffic accident reports.

The traffic division shall maintain a suitable system of filing traffic accident reports. Such reports shall be available to the city traffic engineer.

10.12.040 - City traffic engineer—Generally.

The office of the city traffic engineer is established. The city engineer shall serve as city traffic engineer, in addition to other functions, and shall exercise the powers and duties with respect to traffic as provided in this chapter.

10.12.050 - City of traffic engineer—Duties.

It shall be the general duty of the city traffic engineer to determine the installation and proper timing and maintenance of traffic control devices and signals; to conduct engineering analyses of traffic accidents and to devise remedial measures; to conduct engineering and traffic investigations of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions.

10.12.060 - Speed limit—Above twenty-five miles per hour.

The city council may by resolution establish a speed limit greater than twenty-five miles per hour upon a street subject to a prima facie limit of twenty-five miles per hour when it has determined upon the basis of an engineering and traffic survey that a speed greater than twenty-five miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe under conditions found to exist upon the street.

10.12.070 - Speed limit—Fifty-five miles per hour.

The city council may by resolution establish a speed limit less than fifty-five miles per hour upon a street subject to a prima facie limit of fifty-five miles per hour when it has determined upon the basis of an engineering and traffic survey that a speed less than fifty-five miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe under conditions found to exist upon the street.

10.12.080 - Speed limit—Sign erection authority.

Whenever any resolution is approved establishing a speed limit of twenty-five miles per hour in other than a residence or business district or a speed limit greater than twenty-five miles per hour on a certain street, the city traffic engineer is authorized to erect appropriate signs on the street giving notice thereof.

10.12.090 - Violation deemed infraction.

Violation or failure to comply with any provision of this chapter shall constitute an infraction.
