17.42.010 - Preliminary soils and geologic reports.¶
A. A preliminary soils report, prepared by a civil engineer who is registered in California, based upon adequate test borings or excavations in the subdivision, shall be required for every subdivision for which a final map is required by this title and for any subdivision for which a parcel map is required pursuant to Section 66426(a) or (c) of the Government Code. The preliminary soils report shall be submitted to the building division of the planning department at the time the tentative map is submitted for filing. Said report shall, at a minimum, identify the presence of any critically expansive and/or highly compressible soil problems within the proposed subdivision.
B. A preliminary geologic report, prepared by an engineering geologist certified in California, shall be required for any subdivision involving parcels that the Napa County environmental sensitivity maps indicate are located in a geologically hazardous area. Any required preliminary geologic report shall be submitted to the planning division of the planning department at the time the tentative map is submitted for filing. Said report shall, at a minimum, identify any slope stability and faulting problems present, and the measures needed to protect the subdivision improvements that will ultimately be installed.

17.42.030 - Additional investigation required when.¶
If the preliminary soils and/or geologic report indicates the presence of critically expansive soils or other soil, slope stability or faulting problems which, if not corrected, would lead to structural damage, a more detailed soils and/or geologic investigation of each lot in the land division where the recognized soil/geologic problem exists shall be required prior to and as a precondition of approval of the tentative map. Any detailed soils investigation prepared shall be done by a civil engineer who is registered in California. Any detailed geologic investigation undertaken shall be done by an engineering geologist certified in California. Each report shall recommend the corrective action(s) which is needed to prevent damage to each improvement proposed to be constructed in the area where such a soil/geologic problem exists. The reports shall be filed with the building division of the planning department.

17.42.040 - Corrective action as map approval condition.¶
The advisory agency, or on appeal the board, may approve the tentative map, or any portion thereof, where such a soil/geologic problem exists if it is determined that the recommended corrective action(s) is likely to prevent damage to each improvement to be constructed, and, as a condition to the issuance of any building permit, may require that necessary procedures or structural design criteria be incorporated in the design and construction of each improvement. Subsequent building and zoning permits shall be conditional upon the incorporation of the approved recommended corrective action(s) in the development of each lot.
