SEC. 35.15. - City water system.

The city shall own and operate a municipal water plant, and shall have the right to sell water to consumers within the corporate limits of the city.

SEC. 35.15.1. - Nonpotable water.

The use of treated, nonpotable water will increase the amount of potable water available for other uses within the city. The city shall have the right to sell nonpotable water within or outside the corporate limits of the city, for appropriate uses, as determined by the council, such as irrigation and construction uses. The city sources of nonpotable water include treated contaminated groundwater, treated reclaimed water from the Regional Water Quality Control Plant, and other sources.

SEC. 35.16. - Water connection and meter requirements generally.

Each water connection and meter shall include tapping the water main, corporation cock, pipe to extend to meter, curb cock and meter box, the latter to be set at a convenient place inside the curb, installed.

SEC. 35.17. - Right to limit amount of water furnished.

The director of public works shall have the right to limit the amount of water furnished to any consumer, should the circumstances reasonably warrant such action, even though no limit be stated in the application or permit for such use.

SEC. 35.18. - Turning water off in emergency.

In case of fire, or alarm of fire, or while construction or repair work on the mains is in progress, the duly authorized representatives of the city may, without notice, shut off the water from any consumer, and keep it shut off as long as may be necessary.

SEC. 35.19. - Supplying to other than occupant of premises.

Except as provided in Sec. 35.38, no water outlet of any kind shall be so placed on any premises as to be accessible to persons living in or occupying neighboring premises. Water consumers shall not be permitted to supply water to other persons, or to other premises owned by themselves, except by special permission of the director of public works.

SEC. 35.20. - Tampering, etc., with city hydrants prohibited—Exception.

No person shall take water from or tamper with any city hydrant except by permission from the city.

SEC. 35.22. - Meters—To be property of city; removal.

The city shall set all water meters, except as provided in Sec. 28.51 subsection c., and except where a permit has been issued in accordance with the procedure prescribed by the director of public works, such water meters shall be and remain the property of the city, and they may be removed by the city at any time.

SEC. 35.23. - Same—To be read bi-monthly; accrual of charges.

Every water meter shall be read at least once every two months, but may, at the discretion of the director of finance, be read once each month. When a meter is read once every two months, the period between successive readings shall be deemed to be two months, and double minimum monthly rates as shown in Division 2 shall be charged. When a meter is read monthly, the period between successive readings shall be deemed to be one month. Charges for water commence to accrue when the water is turned on.

SEC. 35.24. - Same—Duties of meter reader.

The meter reader shall make a record of all houses vacated and promptly report same to the director of finance. He shall also report promptly any and all matters coming to his knowledge in connection with the water service which will enable the city to enforce the collection of charges for water.

SEC. 35.25. - Same—Obstructing prohibited.

It shall be unlawful to tamper with or obstruct any water meter or access thereto by any building, structure, fence, pavement, vegetation, debris, rubbish, or other matter.
