SEC. 25.50. - Purpose and findings.¶
The city council hereby finds and determines that many residents of the city reside in multi-family housing, and unless properly maintained, multi-family housing is likely to deteriorate more rapidly than other forms of housing. The periodic multi-family housing inspection program provided for herein is necessary in order to ensure proper maintenance of such housing, to implement the housing goals of the city, to preserve and protect the city's existing stock of multi-family housing, to protect and promote the health, safety and welfare of the residents of multi-family housing, and to avoid conditions of deterioration and blight which could adversely affect economic conditions and the quality of life throughout the city.
The city council hereby finds and determines that hotels and motels which exhibit conditions of deferred maintenance, or are rented for long-term occupancies, especially those which are not designed and not constructed for long-term occupancies, are particularly subject to deterioration and code violations resulting from inadequate storage space, unsafe cooking appliances and extension cords, inadequate fire-safety equipment and infestation from insects and vermin.

SEC. 25.51. - Definitions.¶
"Cause for inspection" shall be deemed to exist if either reasonable legislative or administrative standards for conducting a routine inspection are satisfied with respect to the particular place, dwelling, structure, premises, or vehicle, or there is reason to believe that a condition of nonconformity exists with respect to the particular place, dwelling, structure, premises or vehicle.
"Hotel" and "motel" shall mean any building containing six (6) or more guest rooms intended or designed to be used, or which are used, rented or hired out to be occupied, or which are occupied for sleeping purposes by guests.
"Multi-family housing" shall mean any situation in which three (3) or more dwelling units as defined in A36.95.020 of the Mountain View City Code exist in a single structure and are used as rental housing.

SEC. 25.52. - No retaliation.¶
No person shall evict or otherwise retaliate against any individual who resides in single-family, multi-family housing or a hotel or motel within the City of Mountain View because that individual presented a complaint to the city regarding the habitability of the housing, hotel or motel.
