5.12.010 - Statutory authority.¶
Pursuant to the authority provided in Section 19(c) of Article IV of the California State Constitution and Section 326.5 of the Penal Code, the city establishes the following requirements for the conduct of bingo games by nonprofit charitable organizations in the city.

5.12.020 - Bingo defined.¶
As used in this chapter "bingo" means a game of chance in which prizes are awarded on the basis of designated numbers or symbols on a card which conforms to numbers or symbols selected at random.

5.12.030 - Organizations permitted to conduct—Disposition of proceeds.¶
No person, organization or other legal entity shall be permitted to conduct bingo games in the city unless such person, organization or legal entity possesses a valid certificate or letter from the Franchise Tax Board evidencing that it is exempted from the payment of the bank and corporation tax by Sections 23701-a, 23701-b, 23701-d, 23701-f, 23701-g and 23701-l of the Revenue and Taxation Code or is a mobilehome park association or senior citizens organization; and provided that the receipts of such games are used only for charitable purposes; and provided that the organization possesses a valid permit and license issued pursuant to the provisions of this chapter.
