(a) No person shall offer to sell or lease or contract to sell or lease, or sell or lease a part of one until the final map is recorded in the office of the County Recorder.

(b) An offer to sell or lease or a contract to sell or lease, or a sale or lease made in violation of this section is punishable by a fine of not less than $25.00 and not more than $500.00 or imprisonment for not more than six (6) months, or both.
