Pursuant to Health and Safety Code sections 17958.5 and 17958.7, the Town Council of the Town of Moraga finds that the modifications to the UBC made by this ordinance are reasonably necessary because of local climatic, geological and topographical conditions within the Town which create the potential for extremely uncontrollable and contagious fire situations which could result in danger to life and property in the community. The specific conditions are described as follows: Moraga is characterized by hilly terrain with some steep slopes and large areas of flammable grass, brush and trees. Under these circumstances, fires can spread rapidly. The difficult terrain also contributes to slower response time for emergency vehicles. Temperatures are sometimes high during the summer months and occasionally there are strong winds, both of which increase the possibility of dry vegetation and rapidly spreading fires. Moraga has two principal entry routes to the Town, both along winding residential streets. This restricted access creates some delay in the time emergency vehicles from other jurisdictions can respond to calls for assistance.
