5.48.010 - Sale of advertising space authorized.

The County of Monterey and any of its departments and agencies are hereby authorized to sell advertising space on County real or personal property, for the sole purpose of raising revenue for the County or any of its programs, in conformity with the provisions of this Chapter.

5.48.020 - Advertising on real property.

After the effective date of this ordinance, no advertising space on County real property shall be sold for use by private advertisers, except in conformity with regulations approved by resolution or order of the Board of Supervisors. Such regulations will set forth the procedures to be followed in selling advertising space, criteria to be employed in determining eligibility to purchase such space, and procedures for setting the rates to be charged for such space. Such regulations will also set forth a form of agreement between advertisers and the County, to be used in the sale of such space. All billboards on County property shall comply with all applicable requirements of law, including but not limited to, Business and Professions Code Section 5200 et seq. (Division 3, Chapter 2) and County ordinances.

5.48.030 - Advertising on personal property.

Subject to approval by resolution of the Board of Supervisors, each County department and agency may develop its own procedures for the sale of advertising space on certain personal property administered by or produced by such department. Such personal property shall be limited to printed materials, such as posters, brochures, magazines, catalogs, newsletters, and the like, and such other kinds of personal property as may be specified in the procedures developed by the departments and approved by the Board of Supervisors. No advertising will be approved on County vehicles. The Board of Supervisors shall approve all plans prior to implementation.

5.48.040 - Ratification of prior advertising sales.

Any advertising plan on County real or personal property approved by the Board of Supervisors before the effective date of this ordinance is hereby ratified and approved. Any agreements between the County and the private advertisers on the effective date of this ordinance shall remain in effect until they expire according to their terms.
