9.12.010 - Depositing dead animals, filth or rubbish in streets or parks.¶
No person shall deposit in any street or park within the city, any dead animal, filth, dirt, trash, rubbish or offensive matter. Any person violating the provisions of this section, or any part thereof, shall be liable for the cost of removing such dead animal, filth, dirt or rubbish or offensive matter, in addition to the other penalties prescribed in this code.

9.12.020 - Throwing stones at houses or buildings.¶
No person shall wilfully and maliciously throw stones or other substances at, against or upon any house or other building within the city.

9.12.030 - Permitting water to flow into, upon or along streets.¶
No person owning, occupying, keeping or operating any house, barn, stable, store, room, pumping plant, reservoir, tank or other building or structure, or garden, grove, orchard or field for any use or purpose whatsoever, shall cause, permit or allow any water or drainage to flow from same into, upon or along any street.

9.12.040 - Obstructing streets.¶
A. No person shall place or leave upon any public street or public place any goods, merchandise, boxes, barrels, handcarts, handtrucks, benches or seats, or any article or substance which shall obstruct the passage thereof; or leave standing upon any public street or public place, any automobile, truck or other vehicle overnight, or as a parking place for such automobile, truck or vehicle when not in use.
B. The provisions of subsection A of this section shall not apply to:
Goods or merchandise in actual process of receipt, delivery or removal;
Building material for use in work being actually carried on, and for which permission has been obtained from the city council or the street superintendent;
Any public necessity or convenience for which express permission has been obtained from the city council of the city.

9.12.050 - Packing or unpacking merchandise upon street.¶
No person shall pack or unpack any goods, wares or merchandise in or upon any public street.

9.12.060 - Unauthorized removal, use or possession of shopping carts.¶
A. Removal. No person shall remove any shopping cart, shopping basket, or other similar device, (hereinafter referred to as "shopping cart") from the premises or parking area of any business establishment utilizing such shopping carts, if such shopping cart has permanently affixed to it a sign which:
Identifies such shopping cart as belonging to the owner or operator of such business establishment; and
A notice to the effect that such shopping cart is not to be removed from the owner's premises.
B. Abandonment. No person shall abandon, deposit or leave any such shopping cart, which has been removed from the owner's premises, upon any public street, alley, sidewalk, parkway or other public place, nor upon any private property except that of the owner of such cart.
C. Possession. No person shall have in his possession any shopping cart which has been removed from the premises of any business establishment operated by the owner of the cart and which has permanently affixed to it a sign as referred to in subsection A of this section.
D. Alteration. No person shall alter, or tamper with any shopping cart, or remove any part thereof, without the owner's written consent.
E. Exception. The provisions of this section shall not apply to the owner of any shopping cart, nor to such owner's agents or employees.
