3.16.010 - Capital outlays funds—Created.

A fund is created for capital outlays under the provisions of Sections 53730.5 through 53737 of the Government Code.

3.16.020 - Capital outlays fund—Uses.

Such fund shall be known as "special fund for capital outlays" and it shall remain inviolate for the making of any capital outlays and no moneys shall be disbursed therefrom excepting upon consent of the electors obtained as provided in the Government Code.

3.16.030 - Capital outlays fund—Taxation.

Taxes may be levied upon the taxable property in the city for the raising of moneys for the fund, but no levy so made shall exceed the limitation imposed by the general laws of the state upon the right of the city to impose taxes, without the assent of two-thirds of the qualified electors of the city voting at any general or special election at which such proposition may be submitted.

3.16.040 - Capital outlays fund—Transfer of surplus funds.

The city council may transfer to such fund any unencumbered surplus funds remaining on hand in the city at the end of any fiscal year.

3.16.050 - Golf course fund—Created.

To comply with terms and provisions of that certain agreement made and entered into April 7, 1941, by and between Edna Bicknell Bagg, a widow, and Mary E. Cates, a widow, and the city, there is created in the city treasury and in the official books of accounts and records of the city, a special fund to be known as the "golf course fund."

3.16.060 - Golf course fund—Deposits.

There shall be deposited in the fund all revenues received from all operations conducted by the city on the property known as the golf club property, and all revenues from rentals from any leases or concessions on the premises.

3.16.070 - Golf course fund—Payments.

All payments of principal and interest on account of the purchase price, and all expenses of the operation, improvement and maintenance of the property shall be paid exclusively out of the golf course fund.

3.16.080 - Golf course fund—Shortages.

If the golf course fund should prove to be insufficient to pay all costs and expenses of acquiring the property and operating, improving and maintaining same, in no event may recourse be had against any other funds, taxes or sources of revenues of the city or is the city obligated directly or indirectly to feed the special fund from general funds or other revenues of the city. The property shall be acquired, maintained and operated on a self-sustaining, self-liquidating basis.

3.16.090 - Special gas tax street improvement fund—Created.

There is created in the city treasury a special fund to be known as the "special gas tax street improvement fund."

3.16.100 - Special gas tax street improvement fund—Deposits.

All moneys received by the city from the state under provisions of the Streets and Highways Code for the acquisition of real property or interests therein for, or the construction, maintenance or improvement of streets or highways other than state highways shall be paid into the fund.

3.16.110 - Special gas tax street improvement fund—Expenditures.

All moneys in the fund shall be expended exclusively for the purposes authorized by and subject to all of the provisions of Article 5, Chapter 1, Division 1 of the Streets and Highways Code.

3.16.120 - Cash bond fund.

A special fund is created in the city treasury to be known as the "cash bond fund," into which fund shall be deposited all cash bonds accepted by the city council pursuant to the provisions of this code or any other ordinance or resolutions of this code or any other ordinance or resolution of the city under the terms of which a cash bond is deposited with the city guaranteeing the faithful performance of any agreement with the city. Funds may be withdrawn from the cash bond fund only upon warrant drawn and approved in the normal manner and upon certification by the proper officer having supervision of the performance of such agreement as to the partial completion or final completion and acceptance of the work to be performed under any such agreement.

3.16.130 - Parking meter fund.

A special fund is created in the city treasury and in the official books of account and records of the city to be known as the "parking meter fund," into which fund shall be deposited all proceeds of parking meters within the city, exclusive of penalties, fines and forfeitures. Moneys deposited in the fund shall be withdrawn and used exclusively for the purchase, installation, maintenance, repair and policing of parking meters and parking meter zones, and for the purchase, leasing, improvement and operation of off-street parking facilities.

3.16.140 - Use of public funds.

The use of public funds for the purchase of employee gifts shall be prohibited and any use of public funds shall be in conformance with Section 6, Article XVI of the California Constitution.
