12.04.010 - Establishment of Site and Architectural Commission.

A. Purpose. A Site and Architectural Commission (hereinafter referred to either as the "Commission" or the "Committee") is hereby established and created.

B. Membership and criteria for appointment.

  1. The Commission shall consist of five (5) members, each of whom shall serve for terms of two (2) years.

  2. All members of the Commission shall be residents and registered voters of the City and have particular interest in and familiarity with planning matters. The City Council will consider selecting members for the Commission who have backgrounds, experience, or interest in architecture, planning, construction, landscaping and knowledge of the City's general plan.

C. Appointment process.

  1. Members of the Commissioner shall be appointed by the City Council;

  2. Member terms shall be staggered so that two (2) terms will expire on December 31st in odd numbered years and three (3) terms will expire on December 31st in even numbered years.

D. Removal process. Any member of the Commission may be removed for the following reasons:

  1. The member ceases to be a resident of the City, in which case such person shall be deemed removed upon termination of residency.

  2. The member fails to attend three (3) consecutive regular Commission meetings without an approved excuse by the Commission.

  3. The member is removed by a majority vote of the City Council.

E. Rules and procedures. The Commission may adopt rules and procedures governing the actions of the Commission. Before the rules and procedures become final they must be filed with the City Clerk and approved by the City Council.

F. Duties and responsibilities. The Commission shall have the duties and responsibilities set forth in Chapter 10.04, 10.08, 10.10, 13.01 and 13.04. Additionally, the Commission shall study and provide recommendations to the Council on any proposed adoption or amendment of any general or specific plan, any amendments to land use, zoning and subdivision regulations within the City of Monte Sereno prior to the adoption of such by the Council.

G. Commission Secretary. The Planning Director, or his/her designee, shall serve as the Secretary for the Commission and shall be responsible for providing Commission meeting notices and maintaining the records of the Commission, including minutes of Commission meetings.

12.04.020 - Site and Architectural Committee meetings.

The Council shall set regular dates and times for Committee meetings by resolution. All meetings shall be open to the public. The Committee may call a special meeting at any time in accordance with Government Code Section 54956. At the meetings, the Committee shall consider applications for site development permits and draft and recommend guidelines to implement this Chapter to the City Council.
