12.03.010 - Purpose.¶
The Monte Sereno Youth Commission (hereinafter referred to as the "Commission") is hereby established and created.

12.03.020 - Membership and Criteria for Appointment.¶
A. The number of members on the Commission shall be established by resolution of the City Council but in no event shall it be less than five (5) members, each of whom shall serve for a term of one (1) year beginning August 1st and ending May 31st of each year.
B. All members of the Commission shall be residents of the City of Monte Sereno.
C. All members shall be, at the time of appointment, enrolled in grades eight (8) through twelve (12), or entering grades eight (8) through twelve (12) in the next school year.

12.03.030 - Appointment process.¶
The members of the Commission shall be appointed by a majority vote of the City Council.

12.03.040 - Removal process.¶
Any member of the Commission may be removed for the following reasons:
A. The member ceases to be a resident of the City.
B. The member fails to attend three (3) consecutive regular Commission meetings without an approved excuse by the Commission.
C. The member is removed by a majority vote of the City Council.

12.03.050 - Commission duties and responsibilities.¶
The Commission shall advise the City Council on youth activities, issues and opportunities within the City and surrounding communities.

12.03.060 - Rules and procedures.¶
The Commission may adopt rules and procedures governing the actions of the Commission. Before the rules and procedures become final they must be filed with the City Clerk and approved by the City Council. It shall take a majority of the members appointed to constitute a quorum of the Commission.

12.03.070 - Commission officers.¶
The Commission shall elect one member of the Commission to serve as Chairperson of the Commission for a period of one year. The Commission shall elect one member of the Commission to serve as Vice Chairperson of the Commission for a period of one year. The Commission shall elect one member of the Commission to serve as the Secretary for the Commission and shall be responsible for providing Commission meeting notices and maintaining the records of the Commission, including minutes of Commission meetings.

12.03.080 - Youth Commission meetings.¶
The Council shall set the date and time for Commission meetings by resolution. The Commission shall meet no less frequently than once a quarter. All meetings shall be open to the public. The Commission may call a special meeting at any time in accordance with Government Code Section 54956.
