§ 6.12.010 REQUIRED ANNUALLY.

No person within the city shall own, possess, control, harbor, or keep any dog over four months of age, without first obtaining from the Animal Control Officer an annual dog license tag and certificate. No tag or certificate issued pursuant to law shall be transferable.

§ 6.12.020 FEES.

(A) The annual fees payable for the tag shall be the sum of $1, and for the license certificate, the amount fixed from time to time by resolution of the City Council. The annual fees required by this section in the year of acquisition shall not be prorated and shall be due and payable each year on or before the anniversary of licensing.

(B) Any resident pet owner normally subject to licensing fees as described in division (A) of this section shall not be assessed such license tag or certificate fees upon application to the Animal Control Division for an exemption based upon the following criteria:

(1) Attain age of 62 years old or qualify for handicapped status as defined by state criteria;

(2) Income status falls within the lower income limit guidelines as provided by the county;

(3) The animal to be licensed is spayed or neutered and the owner must show proof thereof.

§ 6.12.030 TERM.

The effective period of each dog license issued shall be one calendar year from the date the license is issued.

§ 6.12.040 APPLICATION.

The owner shall state at the time application is made, and upon standard printed forms of application provided, his name and address, and the name, breed, color, age and sex of each dog for which application is made.

§ 6.12.050 ISSUANCE OF TAGS AND CERTIFICATES.

A metal tag and license certificate with corresponding numbers shall be furnished by the licensing authority upon payment of the appropriate fee prescribed.

§ 6.12.060 OWNER MUST ATTACH LICENSE.

The licensing authority shall keep a record of the owner or person making payment of said license fee and to whom a certificate and tag shall have been issued, and the number and date of such certificate and such tag. Such metal tag issued shall be securely fixed to a collar, harness or other device to be worn at all times by the dog for which the registration is issued.

§ 6.12.070 TAG MUST BE SHOWN.

No person shall fail or refuse to show, upon demand of the Animal Control Officer, deputy, assistant or any police officer, the license certificate and the tag for any duly registered dog, kept or remaining within any home or upon any enclosed premises under his immediate control.

§ 6.12.080 UNAUTHORIZED METAL TAGS PROHIBITED.

No person shall attach to or keep upon any dog any metal tags other than the tags issued for such dog under the provisions of this chapter, except for an identification tag. No person shall make or have in his possession, any counterfeit or imitation of the tags provided for in this chapter.

§ 6.12.090 REMOVAL OF REGISTRATION TAGS PROHIBITED.

No unauthorized person shall remove from any dog any collar, harness or other device to which is attached a registration tag for the current license year, or remove such tag therefrom.

§ 6.12.100 LOST AND DESTROYED TAGS—IMMEDIATE REPLACEMENT.

If the dog license tag is lost or destroyed, the owner shall immediately procure a duplicate license tag from the licensing authority for which a fee of one-half the annual fee shall be charged.

§ 6.12.110 EXEMPTIONS.

An annual dog license tag and certificate is not required for any dog found within the city under any of the following conditions:

(A) When the owner thereof resides in any other municipality within the county and such dog is wearing or has attached to it a license tag for the current year issued by the municipality;

(B) When the owner is a nonresident and is traveling through the city or temporarily sojourning therein for a period not exceeding 30 days;

(C) Any dog brought into the city and kept therein for a period not to exceed 30 days, for the exclusive purpose of entering the same in any bench show or dog exhibition or field trials or competition;

(D) Any dog brought or sent into the city from any point outside thereof for the exclusive purpose of receiving veterinary care in any dog hospital, and such dog is kept at all times strictly confined within such hospital;

(E) Any Seeing-Eye dog, while being kept in training or after being acquired by the blind;

(F) Any dog wearing or having attached to it a license tag for the current year issued by the county where the owner thereof has, within one year last past, moved his principal place of residence from such county to the city, provided the county similarly exempts from tag and license requirements dogs wearing current city license tags and owned by persons who have moved from the city to such county.

§ 6.12.120 VACCINATION REQUIREMENTS.

As a condition for the issuance of a license, all applicants shall procure and produce to the Licensing Authority a certificate of compliance with the vaccination requirements of this chapter.
