Monrovia Municipal Code Ch. 6.04 General Provisions

This title shall be known as and may be cited and referred to as “The Animal Regulation Law” and may be referred to in this title as “this Law” or “this Title.”

Whenever any reference is made to any portion of this title, the reference applies to all amendments and additions thereto, whenever enacted.

(A) Whenever a power is granted to or a duty is imposed upon the Animal Control Officer, the power may be exercised or the duty may be performed by a deputy of the officer or by a person authorized pursuant to law, by the City Manager, unless otherwise expressly provided to the contrary by this law.

(B) Any act which shall or may be performed pursuant to this law may be performed by any other person, firm or agency upon authority granted by motion of the City Council.

Any person, firm or corporation violating any of the provisions of this law shall be deemed guilty of a misdemeanor and, at the discretion of the City Manager, or his or her designee, may be subject to a civil fine pursuant to a citation as set forth in Chapter 1.17 of Title 1 of this code. A conviction of a misdemeanor shall be punishable by a fine of not more than $500, or by imprisonment in the county jail for a period not to exceed six months, or by both fine and imprisonment. Each person shall be deemed guilty of a separate offense for every day during any portion of which any violation of any provision of this law is committed, continued or permitted by such person, firm or corporation, and shall be punishable therefor as provided by this section.
