§ 10.16.010 CURB MARKINGS—MEANINGS.

(A) When the following curb markings appear on any of the curbs of the streets within the city, such curb markings shall have the meanings as set forth in this section:

(1) Red indicates no stopping, standing or parking, whether the vehicle is attended or unattended, except that a bus may stop in a red zone marked or signposted as a bus loading zone.

(2) Yellow indicates stopping between 7:00 a.m. and 6:00 p.m. of any day, except Sunday only for the purpose of loading or unloading passengers or freight, which shall not exceed 20 minutes, except in the case of a yellow zone marked or signposted as a school bus loading zone.

(3) White indicates stopping only for loading or unloading of passengers, which shall not exceed three minutes or for the purpose of depositing mail in an adjacent mailbox.

(4) Green indicates 20 minutes maximum parking between 7:00 a.m. and 6:00 p.m. of any day, except Sunday.

(a) At 401 West Colorado;

(b) At 225 South Ivy; and

(c) At Palm Avenue between Encinitas Avenue and Ivy Avenue.

(5) Blue indicates parking limited exclusively to the vehicles of physically handicapped persons.

(B) All curbs within the city as provided in this section are hereby designated, ratified and approved as red, yellow, white, green or blue zones respectively, and the provisions of this chapter shall become applicable and be in full force and effect as to such zones.

(C) It shall be unlawful to park adjacent to any marked curb in violation of any of the provisions of this section.

§ 10.16.020 CURB MARKINGS—CRITERIA.

The following criteria are hereby established and must be met before a curb marking may be authorized:

(A) Red zone.

(1) This zone is to be used only to relieve an impending traffic or fire hazard, or as a bus stop.

(2) This zone shall not be used adjacent to private driveway approaches, except as may be necessary for the public safety or the free movement of traffic.

(B) Yellow zone.

(1) This zone is reserved only for commercial vehicle or school bus loading and unloading.

(2) There shall be a minimum of ten stops for pickup or delivery per day per business establishment or combination of establishments.

(3) There shall be no other yellow zone within 150 feet.

(4) There shall be no nearby alleys, off-street parking or other facilities from which loading and unloading are permitted.

(5) There shall be a maximum of one yellow zone per side per block, which shall be located at one end of the block.

(6) The maximum length shall be 30 feet.

(7) When this zone is to be used as a school bus loading zone, the requirements of divisions (B)(2) through (6) of this section need not be met.

(C) White zone.

(1) This zone is reserved specifically for churches, theaters, mortuaries, hotels, hospitals, taxicabs and mailboxes.

(2) The maximum length shall be 30 feet.

(D) Green zone.

(1) This zone is reserved only for high demand, short-time parking at banks, post offices, utility offices and such other locations as may be approved by the traffic safety committee.

§ 10.16.030 CURB MARKINGS—ESTABLISHMENT AUTHORIZATION.

The Traffic Safety Committee is hereby authorized to establish curb markings subject to the provisions and limitations of §§ 10.16.010 and 10.16.020, and the Director of Public Works is hereby authorized to place and maintain curb markings so authorized.

§ 10.16.040 PARKING—TIME LIMITS AND RESPECTIVE ZONES.

It shall be unlawful for any vehicle to remain standing for a continuous period of time longer than that set forth in each of §§ 10.16.050 through 10.16.080.

§ 10.16.050 PARKING—THREE-HOUR PARKING.

There shall be three hours parking maximum between the hours of 8:00 a.m. and 5:00 p.m., except Sundays, in the following locations:

(A) On all city-owned or city-operated off-street parking facilities, except by authorized personnel utilizing designated spaces, and except where an eight-hour maximum parking limit is established for designated spaces pursuant to § 10.16.051;

(B) On Palm Avenue between Primrose Avenue and Ivy Avenue, except on the north side of Palm Avenue between Myrtle Avenue and Ivy Avenue;

(C) On Foothill Boulevard and Olive Avenue, between Primrose Avenue and Ivy Avenue, except that portion of Foothill Boulevard where parking is prohibited by § 10.16.080(79) and (80);

(D) On Colorado Boulevard between Primrose Avenue and Myrtle Avenue;

(E) On Ivy Avenue between Lime Avenue and Olive Avenue;

(F) On Myrtle Avenue between Foothill Boulevard and Palm Avenue;

(G) On Lime Avenue between Myrtle Avenue and Ivy Avenue; on Lemon Avenue between Primrose Avenue and Ivy Avenue;

(H) On the west side of Mountain Avenue between Central Avenue and Huntington Drive;

(I) On the north side of Central Avenue between Mountain Avenue and Shamrock Avenue;

(J) On the east side of Shamrock Avenue between Central Avenue and approximately 365 feet north of the centerline of Central Avenue;

(K) On Lime Avenue between Ivy Avenue and Primrose Avenue;

(L) On the east side of Primrose Avenue between 315 and 319 S. Primrose Avenue;

(M) On Ivy Avenue between Palm Avenue and Lime Avenue;

(N) On Myrtle Avenue between Olive Avenue and Walnut Avenue.

§ 10.16.051 PARKING—EIGHT-HOUR PARKING IN DESIGNATED SPACES IN CITY-OWNED LOTS.

(A) The Traffic Safety Committee is hereby authorized to establish an eight-hour maximum parking limit between the hours of 8:00 a.m. and 5:00 p.m., except Sundays and holidays, in all of the spaces located in city-owned or city-operated off-street parking facilities, in lieu of the three-hour limit established in § 10.16.050. The number and location of spaces for which an eight-hour maximum parking limit is established shall be determined by the needs of business owners, their employees, and city personnel to park their vehicles in such lots during business hours, and the necessity of preserving a suitable number of convenient spaces for customer use. The eight-hour maximum parking limit shall not be effective unless appropriate signs are erected giving notice thereof.

(1) On the north and south side of Lime Avenue between Primrose Avenue up to the mid-block;

(2) On Primrose Avenue between Palm Avenue and Lime Avenue, on the east side.

(B) The Traffic Safety Committee is further authorized to designate up to 5% of the spaces in any one city- owned or city-operated off-street parking facility to be reserved for the exclusive use of van-pool or car-pool parking by merchants, business owners or residents who regularly use such parking facilities. When so designated, parking shall be allowed by permit only. These permits shall be issued pursuant to the procedure set forth in § 10.16.085, except that these permits shall be valid for a period of one year. Such designation shall be effective upon the erection of appropriate signs stating that parking is prohibited in the designated space except by permit. Any vehicle parked or left standing in violation of this section may be removed.

§ 10.16.055 PARKING PROHIBITED IN DESIGNATED CITY PARKING LOTS DURING CERTAIN HOURS.

There shall be no parking during the hours of 3:00 a.m. and 5:00 a.m. in all city-owned or city-operated parking lots, except by vehicles owned or operated by authorized city personnel. In addition, there shall be no parking during the hours of 11:00 p.m. and 5:00 a.m. in the public parking lot in the 200 block of West Lime Avenue. These restrictions shall not apply until signs giving notice thereof have been erected.

§ 10.16.060 PARKING—TWO-HOUR PARKING.

There shall be two hours parking maximum between the posted hours indicated by signage, except Sunday, in the following locations:

(A) On Royal Oaks Drive between Shamrock Avenue and Mountain Avenue between the hours of 7:00 a.m. and 6:00 p.m.;

(B) On the east side of Shamrock Avenue between Olive Avenue and Royal Oaks Drive.

§ 10.16.065 PARKING—90-MINUTE PARKING.

There shall be 90 minutes parking maximum between the posted hours indicated by signage, except Sunday, in the following locations:

(A) On Myrtle Avenue between Palm Avenue and Olive Avenue;

(B) On Lemon Avenue and Lime Avenue between Myrtle Avenue and Primrose Avenue;

(C) On Lemon Avenue and Lime Avenue between Myrtle Avenue and Ivy Avenue;

(D) On Colorado Avenue between Myrtle Avenue and Primrose Avenue;

(E) On Palm Avenue between Myrtle Avenue and Primrose Avenue;

(F) On Lime Avenue between Myrtle Avenue and Ivy Avenue;

(G) On Colorado Blvd. between Myrtle Avenue and Primrose Avenue;

(H) On Ivy Avenue between Lime Avenue and Lemon Avenue.

§ 10.16.070 PARKING—ONE-HOUR PARKING.

There shall be one-hour maximum parking between the posted hours indicated by signage, as authorized by the Director of Public Works, in the following locations:

(A) On the south side of Maple Avenue from Magnolia Avenue westerly to the first driveway;

(B) On all parking areas within Library Park; this division shall not apply to authorized personnel utilizing designated spaces;

(C) On the south side of Huntington Drive from 45 feet west of Encino Avenue to 288 feet west of Encino Avenue;

(D) On Walnut Avenue between Myrtle Avenue and Ivy Avenue, south side only;

(E) On Colorado Blvd. in front of the high school from 7:00 a.m. to 4:00 p.m.

§ 10.16.075 PROHIBITED PARKING ADJACENT TO MONROVIA HIGH SCHOOL.

Except for school buses, there shall be no parking in the following locations between the hours of 8:30 a.m. and 2:30 p.m. when school is in session:

(A) On the east side of Madison Avenue from Colorado Boulevard to 638 feet south of Foothill Boulevard;

(B) On the north side of Colorado Boulevard from Madison Avenue to 800 easterly.

§ 10.16.076 PROHIBITED PARKING ON SPECIFIED DAYS DURING CERTAIN HOURS.

There shall be no parking at the times specified in the following locations:

(A) On the north side of Royal Oaks Drive, between Mountain Avenue and Bradbury Road, between the hours of 2:00 a.m. and 9:00 a.m., Monday through Saturday.

(B) On Peck Road, south of Longden Avenue and its southern terminus, from Monday to Sunday, between 10:00 p.m. and 5:00 a.m.

(C) On Myrtle Avenue between Lemon Avenue to Chestnut Avenue; including 100 block of East and West Colorado Blvd.; 100 block East and West Olive Avenue each Friday between the hours of 3:30 p.m. and 10:30 p.m.

§ 10.16.080 PROHIBITED PARKING ON CERTAIN STREETS.

There shall be no parking at any time in the following locations:

(1) Within 50 feet of any intersection or crosswalk;

(2) On the easterly side of Norumbega Drive between Greystone Avenue and Foothill Boulevard;

(3) (Reserved);

(4) On the east side of May Avenue between Greystone Avenue and Foothill Boulevard;

(5) On California Avenue from 100 feet north of Central Avenue southerly to Duarte Road;

(6) On the east side of Myrtle Avenue between Scenic Drive and Hillcrest Boulevard;

(7) On the northerly side of Greystone Avenue between Shamrock Avenue and Madeline Road;

(8) On the north side of Wildrose Avenue, Palm Avenue, Oakdale Avenue and Lime Avenue between Shamrock Avenue and Mountain Avenue;

(9) On Wildrose Avenue between Park Rose Avenue and Bradbury Road;

(10) On the west side of Bradbury Road between Wildrose Avenue and Winding Oak Lane;

(11) On the south side of Olive Avenue (north roadway) from Mayflower Avenue westerly to the end of Lucinda Garcia Park;

§ 10.16.085 PARKING PROHIBITED ON DESIGNATED STREETS.

(A) Designated as prohibited parking. Except as otherwise provided herein, when signs have been posted giving notice that parking is prohibited, during hours and on such streets as may be designated by resolution of the City Council, it shall be unlawful for any person to park any vehicle in violation of such prohibition.

(B) Parking permits.

(1) Residents and/or merchants residing or doing business on any street upon which parking is prohibited by this section or any accompanying resolution of the City Council may apply to the Chief of Police or a designee thereof to obtain a permit or permits exempting such persons and/or their guests from such parking restrictions on a street or streets designated in the permit. Each application shall be submitted on a form approved by the Chief of Police and accompanied by satisfactory evidence that the applicant is a resident, merchant, or guest entitled to a permit and the required fee as established by resolution of the City Council.

(2) Each permit for residents and merchants shall be valid for one calendar year from the date of issuance so long as the permittee remains qualified to receive the permit and the permit has not been revoked. Permits for guests can be obtained for a period of up to 30 days or for a period of 24 hours. Permits may be renewed upon application in a manner consistent with the initial application process as determined by the Chief of Police. The Chief of Police may revoke a permit for cause including, without limitation, repeated violations of applicable parking restrictions, failure to pay city parking citations, or falsifying information in permit application. Any permit revocation may be appealed to the City Manager or his designee and any decision on appeal shall be final. Permits for residents and merchants shall be prominently displayed by hanging the permit from the rear view mirror, or in such other matter as may be directed by the Chief of Police or designee. Any vehicle parked or left standing in violation of this section will be subject to citation, and may be removed.

§ 10.16.090 RESTRICTED PARKING ON TRUCK ROUTES.

No trucks (except pick-ups) shall park at any time on any street designated as a truck route under § 10.24.010.

§ 10.16.095 ALTERNATE-SIDE PARKING RESTRICTIONS—DESIGNATION BY DIRECTOR OF PUBLIC WORKS.

(A) The provisions of this section shall apply to all streets within the jurisdictional limits of the city.

(B) The Director of Public Works is hereby authorized to erect signs prohibiting parking on all city streets for a maximum of 12 hours per day, one day each week, for street-sweeping purposes. Except as provided in division (C) of this section, parking shall be prohibited only on one side of a street within a block at a time so as to preserve on-street parking on the other side of the street. The Director of Public Works, shall have the discretion to determine the exact days and hours when parking is prohibited on a particular street in order to maintain an economical and efficient street sweeping schedule.

(C) Notwithstanding division (B) of this section, parking may be prohibited at the same time on both sides of any cul-de-sac or dead-end street; further, where parking is already prohibited on one side of a street within a particular block, parking may be prohibited on the other side pursuant to this section even though for the limited time of the parking prohibition there will be no available on-street parking.

(D) No person shall park or leave standing any vehicle on any street on the day and during the hours when parking has been prohibited thereon pursuant to this section. Any vehicle so parked or left standing may be removed.

§ 10.16.100 REMOVAL OF PARKED VEHICLE.

(A) It shall be unlawful for any person in charge of any vehicle to stop, park, place or leave standing said vehicle, whether occupied or not, upon any street, vehicle parking lot, alley or public place, for 72 or more consecutive hours. Any regularly employed and salaried officer of the Police Department, or any regularly employed and salaried employee of the city who is engaged in directing traffic or enforcing parking laws and regulations may remove or cause to be removed such vehicle from the place where found to an authorized garage, storage or impounding area as designated by the Chief of Police, or as otherwise authorized or provided in the Cal. Vehicle Code.

(B) It is unlawful for any person in charge of any vehicle to stop or park or leave standing the vehicle, whether occupied or not, upon any street, vehicle parking lot, alley or other public place when the street, parking lot, alley or other public place or a portion thereof is necessary for the cleaning, repair or construction of the highway, or for the installation of underground utilities, and signs giving notice that such a vehicle may be removed are erected or placed at least 24 hours prior to the removal by local authorities pursuant to this section.

(C) (1) It is unlawful for any person in charge of any vehicle to stop, park or to leave standing the vehicle, whether occupied or not occupied, upon any street, vehicle parking lot, alley or other public place or a portion thereof whenever the use of the highway or any portion thereof is authorized by local authorities for a purpose other than the normal flow of traffic or for the movement of equipment, articles, or structures of unusual size, and the parking of any vehicle would prohibit or interfere with the use or movement, and signs giving notice that such a vehicle may be removed are erected or placed at least 24 hours prior to the removal by local authorities pursuant to this section.

(2) It is unlawful for any person in charge of any vehicle to stop, park or to leave standing a vehicle, whether occupied or not occupied, upon any street, alley or other public place, or a portion thereof in the areas designated by resolution adopted by the Traffic Safety Committee as a part of the area used by the Downtown/Old Town Merchants Association under agreement with the city for the Friday Night Family Festival, and signs giving notice that such a vehicle may be removed by the Police Department by use of tow-away procedures under this section are erected pursuant to this division (C)(2).

(D) The City Council by resolution or by ordinance may prohibit the parking of any vehicle whenever any vehicle is parked or left standing where the City Council has prohibited and authorized the removal of vehicles. No vehicle may be removed unless signs are posted giving notice of the removal.

(E) Whenever an authorized member of the Police Department directs the storage of a vehicle as permitted by this section, or upon the storage of any vehicle provided for in this section, the Department or the person directing the storage shall provide the vehicle's registered and legal owners of record or their agents with the opportunity for a post-storage hearing to determine the validity of the storage.

(F) (1) A notice of such storage shall be mailed or personally delivered to the registered and legal owners within 48 hours, excluding weekends and holidays, and shall include the following information:

(a) The name, address and telephone number of the agency providing the notice;

(b) The location of the place of storage and description of the vehicle which shall include, if available, the name or make, the manufacturer, the license plate number, and the mileage;

(c) The authority and purpose for the removal of the vehicle.

(2) The notification shall also specify that in order to receive their post-storage hearing, the owner, or their agent, must request a hearing in person, writing or by telephone within ten days of the date appearing on the notice. Any such hearing shall be conducted within 48 hours of the request, excluding weekends and holidays. The City Council may authorize any officer or employee to conduct the hearing, so long as the Hearing Officer is not the same person who directed the storage of the vehicle.

(G) (1) Failure of either the registered owner or their agent, to request or to attend a scheduled hearing shall satisfy the post-storage validity hearing requirement of this section.

(2) The agency employing the person who directed the storage shall be responsible for the cost incurred for towing and storage if it is determined in the hearing that the probable cause for the storage cannot be established.

(H) The provisions of this section shall not apply to the removal of vehicles abated under the Abandoned Vehicle Abatement Program pursuant to Cal. Vehicle Code §§ 22660, 22662 and 22668 inclusive, and § 22710, or to vehicles impounded for investigation pursuant to Cal. Vehicle Code § 22665, or to vehicles removed from private property pursuant to Cal. Vehicle Code § 22658.

§ 10.16.110 ANGLE PARKING.

(A) On Myrtle Avenue between Foothill Boulevard and Olive Avenue, unless otherwise indicated by visible pavement markings, the operator of a vehicle shall not stop, stand or park such vehicle other than at an angle to the curb. Such angle shall be indicated by painted or other plainly visible marks upon the pavement and curb, and this section shall not be effective until such lines are painted or otherwise marked upon the pavement and curb.

(B) The operator of a vehicle shall not stop, stand or park such vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or marks, or in such a manner or position that the entire vehicle shall fail to be completely within the lines or marks indicated, and shall not stop, stand or park such vehicle in such a position that any portion of such vehicle shall be over or across any such line or mark, or in or upon, or obstructing ingress to or egress from more than a single parking space so marked.

§ 10.16.120 PARKING ON PRIVATE PROPERTY.

No person shall park a vehicle in or upon a private driveway, or in or upon any private property, without the direct or implied consent of the owner of said driveway or private property, or the direct or implied consent of the person in lawful possession of such private driveway or private property.

§ 10.16.130 REPAIRING OF VEHICLES ON HIGHWAY.

(A) A person shall not repair, or make any repairs, or add or install any part or accessory to or on, any vehicle while the same is upon any public highway or alley.

(B) The provisions of this section do not prohibit the operator of any vehicle which is disabled while upon any public highway or alley to such extent that it is impossible to avoid stopping from making or causing to be made the repairs necessary to enable such vehicle to be moved from the public highway or alley.

§ 10.16.140 ADVERTISING THAT VEHICLE IS FOR SALE.

No person shall park a vehicle on any public street containing more than one sign larger than 12 inches by 20 inches, advertising that the vehicle is for sale. No sign permitted by this section shall be placed on the exterior of the vehicle. No person shall park a vehicle on any street on which the words “For Sale” or similar words advertising that such vehicle is for sale are painted on the windows or exterior body of the vehicle.
