5-6.501 - Pretreatment Facilities.¶
(a) All users shall provide wastewater acceptable to the City, under the limitations established herein before discharging to any public sewer. Any facilities required to pretreat or transport wastewater shall be operated and maintained by a qualified operator and in proper operating condition at the user's expense.
(b) All users may also be required, by the City to submit waste analysis plans, contingency plans, and comply with other necessary requirements to ensure proper operation of the pretreatment facilities, compliance with permit limits, and compliance with this chapter.
(c) Detailed plans showing the pretreatment facilities and operating procedures shall be submitted to the City for review, and shall be acceptable to the City before construction of the facility. The review of such plans and operating procedures will in no way relieve the user from the responsibility of modifying the facility as necessary to produce an effluent acceptable to the City under the provisions of this chapter, the Wastewater Discharge Permit, or the Categorical Pretreatment Standards all as currently enacted or as later amended or modified. Any subsequent changes in the pretreatment facilities or methods of operation shall be reported to and be acceptable to the City prior to the user's initiation of the changes.

5-6.502 - Spill Containment Facilities.¶
All users shall provide spill containment for protection against discharge of prohibited materials or other wastes regulated by this chapter. Such protection shall be designed to secure the discharge and to prevent it from entering into the system in accordance with reasonable engineering standards. Such facilities shall be provided and maintained at the user's expense.

5-6.503 - Spill Prevention Plans.¶
(a) Industrial users shall provide protection from accidental discharge of materials which may interfere with the municipal sewage system by developing spill prevention plans. Facilities necessary to implement these plans shall be provided and maintained at the owner's or industrial user's expense. Spill prevention plans, including the facilities and the operating procedures shall be approved by the City before implementation of the plan.
(b) Industrial users that store hazardous substances shall not contribute to the municipal sewage system after the effective date of this chapter unless a spill prevention plan has been approved by the City. Approval of such plans shall not relieve the industrial user from complying with all other laws and regulations governing the use, storage, and transportation of hazardous substances.

5-6.504 - Monitoring/Metering Facilities.¶
(a) The City may require any user discharging sewage or industrial waste in quantities in excess of twenty-five thousand (25,000) gallons per day or whose flows, in the opinion of the director, may substantially impact the POTW, to construct and maintain in proper operating condition at the user's sole expense, flow monitoring, constituent monitoring and/or sampling facilities of the type the Director deems appropriate for the user's facilities.
(b) Any sample taken from a sample box or other representative sampling location is considered to be representative of the discharge to the public sewer.
(c) Monitoring or metering facilities may be required to include a security closure that can be locked with a City provided lock during sampling or upon termination of service.
(d) Location of the monitoring or metering facilities shall be subject to approval by the City.
(e) Location of the monitoring or metering facilities shall provide clear and uninterrupted access to the City.
(f) The Director may utilize metering of the user's water supply instead of or in addition to metering the wastewater discharge.
(g) Users are required to immediately notify the City within twenty-four (24) hours of any potential exceedance as indicated by observation or sample results after becoming aware of the exceedance. The user is required to immediately resample to confirm a potential exceedance and resubmit the results to the City within thirty (30) days.

5-6.505 - Separation of Domestic and Industrial Wastewaters.¶
All domestic wastewaters from rest rooms, showers, drinking fountains, etc., shall be kept separate from all industrial wastewaters until the industrial wastewaters have passed through any required pretreatment system or device and the industrial wastewater monitoring facility or station.

5-6.506 - Drawing Submittal Requirements.¶
(a) Detailed plans shall be submitted to the City for review of existing or proposed construction of pretreatment facilities, spill containment facilities, monitoring facilities, metering facilities, and operating procedures. City approval shall be received prior to commencement of construction. The review of the plans and procedures shall in no way relieve the user of the responsibility of modifying the facilities or procedures in the future, as necessary, to meet the requirements of this chapter or any requirements of other regulatory agencies.
(b) All drawings shall include:
(1) North arrow;
(2) Scale size;
(3) User name and address;
(4) Drawing name and drawing number;
(5) Date drawn or revised;
(6) Name of draftsman and name of person approving drawing.
(c) The City may require drawings to scale depicting the manufacturing process (waste generating sources), spill containment, pretreatment facilities, and/or monitoring/metering facilities.
(d) The City may require a schematic drawing of the pretreatment facilities.
(e) The City may require the drawings be prepared by a California registered chemical, mechanical, or Civil Engineer.

5-6.507 - Waste Minimization Requirements.¶
The Director may require the user to provide waste minimization plans to conserve water, investigate product substitution, provide inventory control, implement employee education, and take other steps as necessary to minimize waste produced.
