4-7.1601 - Definitions.

As used in this article, the following words and phrases are defined as follows:

(a) Trampoline Center: Any recreational, amusement, or athletic facility open to the use of the general public within or upon which any trampoline is installed, maintained or operated for such use and irrespective of whether or not a charge is made for the use of any trampoline within or upon such facility.

(b) Trampoline Supervisor: The individual on the premises in direct control of the operation of a trampoline center, or any person acting by and with the authority of the person so in control.

(c) Approved Type. The words "approved type" or any connotation thereof shall refer to approval by the City Building Inspector.

4-7.1602 - Unlawful Operation.

No person shall construct, install, maintain, use, or operate any trampoline center otherwise than in accordance with the regulations prescribed in this article.

4-7.1603 - Construction and Installation Regulations.

Construction and installation regulations for trampoline centers are prescribed as follows:

(a) Measured from the outside dimension of the trampoline frame, the minimum distances between trampolines shall be: End-to-end (Longitudinal): ten (10) feet; side-to-side (lateral) five (5) feet.

(b) All trampoline frames shall be completely and securely covered with padding of approved type construction and dimension.

(c) No structure or any part thereof, and no other object of any kind or description, except trampoline frame padding, shall be erected, placed or maintained closer than eight (8) feet to the outside of the frame of any trampoline.

(d) Any ceiling, roof or other covering overlaying any trampoline shall not be less than fourteen (14) feet above the mat or net of the trampoline.

(e) With reference to any pit-type installation of any trampoline, the pit shall be excavated, constructed and maintained to provide a shelf or ledge beneath all springs, elastic bands or other recoil or rebound mechanism attached to the mat or net and which shelf or ledge shall be positioned and dimensioned as follows: Not less than twelve (12) inches nor more than sixteen (16) inches below such recoil or rebound mechanism and of a width sufficient to extend laterally below all of such recoil or rebound mechanism plus two (2) inches within and below the perimeter of the mat or net. All other portions of the pit beneath the mat or net shall be excavated, constructed and maintained to a depth of thirty-six (36) inches with a downward side and end slope of approximately one-to-one from the inner edge of such shelf or ledge. A minimum of two (2) inches of pea gravel shall cover the entire bottom of the pit.

(f) Any ticket office, observation booth or other structure of similar purpose and use shall be designed to provide to any occupant of such structure a clear and unobstructed view of the entire trampoline center.

(g) Any trampoline center open to public use after the hour of sunset shall be illuminated with a light intensity of not less than five (5) foot-candles at the level of the trampoline mat.

(h) There shall be installed and maintained upon every trampoline center a public address system of sufficient capacity, design and volume to provide at all times a voice-transmission clearly audible to all persons within and upon the trampoline center. Such public address system shall be operated at all times for the primary purpose of directing and controlling the activities of all persons within and upon the center. The operating sound level of such public address system shall at no time exceed twenty (20) decibels measured fifty (50) feet at any point beyond the perimeter of the trampoline center.

(i) The entire perimeter of a trampoline center, excluding that part thereof provided for off-street parking, shall be enclosed with an approved type fence; and all areas surrounding the trampolines shall be covered to a minimum depth of one and one-half (1-½) inches of pea gravel.

(j) As an integral part of every trampoline center there shall be provided a minimum of one (1) off-street parking space for each trampoline installed within or upon the trampoline center. Additional parking spaces shall be provided as required by the zoning regulations for other uses which are developed as part of the trampoline center.

4-7.1604 - Sanitary Facilities.

At least one (1) approved water-flush type toilet for each sex shall be provided on the premises.

4-7.1605 - Drinking Water Facilities.

Drinking facilities shall be provided at each center, consisting of a sanitary drinking fountain or bottled water and paper cups available in a suitable, sanitary dispenser.

4-7.1606 - Rules and Posting of Rules.

Printed rules with clear, easily read letters not less than one-half inch in size shall be posted in one (1) or more conspicuous and well-lighted locations within the trampoline center. Such rules shall be promulgated by the trampoline supervisor.

4-7.1607 - Supervision of Trampoline Use.

(a) Any trampoline open to public use shall at all times be under the immediate and continuous supervision, direction and control of a trampoline supervisor.

(b) It shall be the duty of the trampoline supervisor to supervise, direct, and control the public use of any trampoline within or upon any trampoline center.

(c) Whenever any trampoline is open to public use upon any trampoline center there shall be on continuous duty therein one (1) or more trampoline supervisors as follows:

(1) Twelve (12) trampolines or less open to public use: One (1) supervisor.

(2) For each additional twelve (12) trampolines open to public use, or any fractions thereof: One (1) additional supervisor for each such additional twelve (12) trampolines or any fraction thereof.

4-7.1608 - Qualifications for Trampoline Supervisor.

Any trampoline supervisor shall be a person not less than eighteen (18) years of age.

4-7.1609 - Insurance.

Each trampoline operator shall provide the Finance Director with evidence of insurance coverage in the amount and form as approved by the City's Risk Manager. Such amounts shall be set forth from time to time by resolution of the City Council.
