10.24.010 - Crosswalks.¶
A. The city engineer shall establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway as follows:
Crosswalks shall be established and maintained at all intersections within a business district, and at other places within or outside business districts where the city engineer determines that there is a particular hazard to pedestrians crossing the roadway subject to the limitation contained in subsection B of this section.
B. Other than crosswalks at intersections, no crosswalk shall be established in any block which is less than four hundred (400) feet in length. Elsewhere, not more than one additional crosswalk shall be established in any one block and such crosswalk shall be located as nearly as practicable at midblock.

10.24.020 - Standing in roadways.¶
No person shall stand in any roadway other than in a safety zone or in a crosswalk if such action interferes with the lawful movement of traffic. This section shall not apply to any public officer or employee, or employee of a public utility when necessarily upon a street in the line of duty.

10.24.030 - Pedestrian crossings.¶
A. (1)
Pedestrians must use due care when crossing the roadway; and
(2) No pedestrians shall cross the roadway at any place except in a crosswalk, within a business district, and at other places within or outside business districts where such crosswalks are present.
B. (1)
Due care means a reasonably careful person would realize there is an immediate danger of a collision with a moving vehicle or other device moving exclusively by human power and not attempt a roadway crossing under such conditions.
(2) This subdivision does not relieve a driver of a vehicle from the duty of exercising due care for the safety of any pedestrian within the roadway.
