10.04.010 - Generally.

A. The following words and phrases when used in this title shall, for the purpose of this title, have the meanings respectively ascribed in this chapter.

B. Whenever any words or phrases used in this title are not defined in this title, but are defined in the Vehicle Code of the state, such definitions are incorporated in this chapter and apply to words and phrases used in this title as though set forth in full.

10.04.020 - Holidays.

"Holidays" means in this title those days designated in Section 2.44.420, as the same may be amended from time to time, and such other days as may, from time to time, be designated by ordinance or resolution duly adopted by the City Council.

10.04.030 - Loading zone.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

10.04.040 - Official traffic control devices.

"Official traffic control devices" means all signs, signals, markings and devices not inconsistent with this chapter placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.

10.04.050 - Official traffic signals.

"Official traffic signals" means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.

10.04.060 - Park.

"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily, for the purpose and while actually engaged in loading or unloading of passengers or materials.

10.04.070 - Parkway.

"Parkway" means that portion of a street other than a roadway or a sidewalk.

10.04.080 - Passenger loading zone.

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

10.04.090 - Pedestrian.

"Pedestrian" means any person afoot.

10.04.100 - Police officer.

"Police officer" means every officer of the police department of this city.

10.04.110 - Spaced parallel parking.

"Spaced parallel parking" may be designated by the city council and means the placing of vehicles in parking spaces parallel and adjacent to the curb so that two vehicles are in spaces immediately adjacent one to the other and separated from the next two adjacent spaces by a no parking area of no less than eight linear feet along the curb.

10.04.120 - Stop.

"Stop," when required, means complete cessation of movement.

10.04.130 - Stop or stand.

"Stop or stand," when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

10.04.140 - Traffic.

"Traffic" means pedestrians, ridden or herded animals, vehicles and other conveyances, either singly or together, while using any street for purposes of travel.

10.04.150 - Traffic manual.

"Traffic manual," the traffic manual referred to in this chapter is published by the State Business, Transportation and Housing Agency, Department of Transportation, entitled, "California Manual on Uniform Traffic Control Devices (MUTCD) as the same may be amended from time to time.
