§ 11.25.010. Necessity and authority.¶
In order to maintain efficient usage of county parking facilities, the Merced County board of supervisors on October 21, 1980, as set forth within Ordinance No. 1020, and as subsequently amended by Ordinances No. 1298, 1310, 1373 and 1482, determined that parking and other regulations and restrictions pertaining to the use of vehicles on county property was necessary.
A county may establish parking facilities on county property that are necessary and convenient for the public in accordance with Government Code Section 54030 et seq., and by ordinance, regulate such parking in accordance with Vehicle Code Sections 22507, 22511.7 and 22651(n).
Pursuant to Vehicle Code Section 21113, a county may impose conditions and regulations that the board determines are necessary for the right of the public to drive vehicles upon parking facilities, driveways, paths, grounds or any property under the direct control of the county. Violation of such imposed restrictions is unlawful pursuant to state law.

§ 11.25.020. Jurisdiction.¶
The regulations and restrictions authorized and imposed by this chapter shall include all driveways, paths, parking facilities, grounds or any property that is under the direct control of the board of supervisors of the county of Merced that is located within Merced County.

§ 11.25.030. Regulations.¶
No person shall drive any vehicle, nor shall any person stop, park or leave standing any vehicle upon the area described in Section 11.25.020 except with the permission of the board of supervisors of the county of Merced when such vehicle is driven or parked and then subject to the following limitations and conditions, the violation of which is unlawful pursuant to state law:
A. Vehicle parking stalls are hereby authorized and are specifically designated for exclusive use of official vehicle parking and shall be appropriately identified by signs and shall be for use only by vehicles authorized or permitted to park in such designated and identified parking stalls. Vehicles so authorized to park in the restricted parking stalls shall bear distinctive insignia, seal decal or other marking, identifying such vehicle as one so authorized or permitted. Such uses shall be identified in an appropriate resolution adopted by the board of supervisors.
B. Vehicle parking stalls are hereby authorized and designated for exclusive use of disabled persons and veterans pursuant to Vehicle Code Sections 22511.7 and 22511.8. Stalls shall be designated and identified as specified by state law, including posting for tow away of unauthorized parked vehicles pursuant to vehicles pursuant to Vehicle Code Section 22511.8.
C. Two-hour maximum and 20 minute maximum time limit vehicle parking stalls are hereby authorized and designated for limited time parking of public vehicles designated for persons conducting business with Merced County. Such time limitations are effective between the hours of eight a.m. and five p.m. on weekdays, excluding Merced County holidays. Such stalls shall be appropriately identified by signs.
D. Vehicle parking is hereby prohibited in any location, space or area that is not designated, marked or identified as a parking stall. This subsection further prohibits a vehicle from parking between designated parking lines (in two parking lanes).
E. Vehicle parking is hereby prohibited in any location, space or area posted with a "No Parking or Stopping" sign.
F. The maximum vehicle speed limit for off street parking areas within the subject property is hereby set at five miles per hour, and appropriate signs giving notice thereof shall be erected.
G. Vehicles are subject to removal when parked in violation of vehicle parking regulations imposed by these regulations. Removal shall be in accordance with Section 11.25.050.
H. Bicycles shall be parked in designated areas and subject to the same fines and penalties as other vehicles.

§ 11.25.040. Authorization to assign and designate parking stalls.¶
The Merced County administrator is hereby authorized to assign all designated vehicle parking stalls as identified in the resolution adopted by the board of supervisors, and to designate bicycle parking areas.
The Merced County director of public works is hereby authorized to select and designate, and to install appropriate signs to identify the restrictions imposed by this chapter.

§ 11.25.050. Removal of parked vehicles.¶
In accordance with Vehicle Code Section 22651(n), all peace officers in the county of Merced are authorized to remove and store vehicles that are parked or left standing in violation of the parking regulations of Section 11.25.030 where appropriate signs are posted giving notice of such removal. All such peace officers are required to follow the provisions set forth in Division 11, Chapter 10, Articles 1, 2, and 3, of the Vehicle Code of the state of California.

§ 11.25.060. Enforcement.¶
Violation of these regulations is unlawful and violators shall be prosecuted pursuant to state law. All peace officers in the county of Merced and all others so designated by the board of supervisors are authorized to enforce the regulations of this chapter.
