1.16.010 - Prisoners required to labor for city—Authority.¶
Pursuant to the authority vested in the city council by California Government Code Section 36904, the city council requires all persons imprisoned for violations of any city ordinance of the city to labor on public property or works within the city for the period of his or her imprisonment.

1.16.020 - Prisoners not to be compensated.¶
No prisoner required to labor on public property or works within the city shall be entitled to compensation therefor and shall not come within any of the provisions of the Workmen's Compensation Laws of the state.

1.16.030 - Exceptions.¶
This chapter shall not apply to any prisoner considered by the judge having jurisdiction of the matter or the chief of police of the city to be unfit in any way for such work by reason of physical or mental impairment or by reason of the nature of the particular ordinance violated or otherwise.
