10-3.01 - Unlawful acts.¶
It shall be unlawful for any person to do any of the following acts within the limits of any public park in the City:
(a) Animals. To bring in, or cause or permit to be brought in, any horses, goats, cats, fowl, dogs, or other animals except such animals which are brought into a park for the purposes of exhibition or pursuant to a special permit from the Council;
(b) Firearms and fireworks. To carry or discharge any firearms, firecrackers, rockets, torpedoes, or other fireworks, or air guns or slingshots without a special written permit from the Council;
(c) Camp fires. To make camp fires in any other places than in stoves provided by the Park Department without a special written permit from the Council;
(d) Damaging and removing park property. To cut, deface, remove, or damage any tree, shrub, plant, wood, turf, bench, table, rock, sand, gravel, or earth or to pick any flowers except in connection with and in the course of actual duties being performed as an employee of the City;
(e) Camping. To camp or lodge overnight without a special written permit from the Council obtained in advance;
(f) Littering. To throw or deposit any bottles, tin cans, broken glass, paper, rubbish, refuse, or waste material of any kind any place except in containers for such purpose;
(g) Boisterous conduct. To indulge in any loud, boisterous, or riotous conduct or to use profane, vulgar, obscene, or indecent language;
(h) Peddling. To sell or offer for sale any merchandise, article, or anything whatsoever without a special written permit from the Council;
(i) Soliciting. To practice, carry on, conduct, or solicit for any trade, occupation, business, or profession;
(j) Vehicles. To park automobiles or other vehicles except at places especially provided or designated for such purpose or to leave automobiles or other vehicles with engines running;
(k) Games. To play or engage in any game except at such places as shall be especially set apart for that purpose;
(l) Gambling. To gamble or play or bet at or against any game which is played, conducted, dealt, or carried on with cards, dice, or any other device for money, chips, shells, credit, or any other representatives of value or to maintain or exhibit any gambling table or other instrument of gambling or gaming;
(m) Intoxicating liquor. To have, possess, carry, or consume any intoxicating liquor, except within a park building in conjunction with an event for which a special written permit from the Council has been issued;
(n) Picnics and celebrations. For any company, society, or organization to hold or conduct any picnic, celebration, parade, service, or exercise without a special written permit from the Council or for any person to take part in any picnic, celebration, parade, service, or exercise held or conducted contrary to the provisions of this section;
(o) Toilets. For any male person over six (6) years of age to enter or use any toilet or water closet designated for women or for any female person over six (6) years of age to enter or use any toilet or water closet designated for men; and
(p) Hours. To enter, loiter, or remain in any public park within the City at any time between the hours of 10:30 p.m. and 7:00 a.m.
(q) Storage of personal property. To store personal property, including camp facilities and camp paraphernalia, except as otherwise provided by ordinance of the City Council.
The definitions set forth in Section 5-40.01 of this Code shall be applicable to this chapter.

10-3.02 - Permits.¶
The special permits required by the provisions of this chapter shall be issued only by order of the Council upon applications first duly made and approved. The Council may delegate authority to officers of the City or to the acting park foreman to issue such special permits as shall be deemed necessary and expedient in the proper management and control of such park permits.

10-3.03 - Violation: Misdemeanor.¶
Any person violating any of the provisions of Section 10-3.01 (Unlawful acts), shall be guilty of a misdemeanor.
