§ 2.16.010. Short title.¶
This chapter shall be known and may be cited as the finance ordinance of the city of Manteca.

§ 2.16.020. Established—Director of finance created.¶
There is established a department of finance; further the office of director of finance created.

§ 2.16.030. Director of finance—Duties and powers.¶
The director of finance shall be appointed by and shall be subject to removal by the city manager. The director of finance shall perform all duties as required by this office, by state law, this chapter and ordinances of the city, and such other duties not in conflict therewith as may be required by the city council and the city manager, and shall, under the jurisdiction of the city manager:
A. Have charge of the administration of the financial affairs of the city;
B. Complete the budget expenses and income estimates for the city council and city manager;
C. Maintain and supervise a general accounting system for the city government and each of its officers, departments and agencies;
D. Assume and perform all municipal functions and duties relating to the preparation, preauditing, presenting and disbursements of claims, warrants and demands against the city, including payrolls, to insure that budget appropriations are not exceeded;
E. Prepare and submit to the city manager and city council monthly financial statements of receipts and disbursements and budget balances of the city, as well as an annual statement and report of the financial conditions of the city;
F. Assist the city manager in keeping current inventories of all property of the city, its departments, officers and agencies;
G. Examine the books of each department of the city from time to time to see that they are kept in proper form;
H. Demand and receive all moneys and fees owing to the city whenever any person is indebted to the city in any manner, when the means of collection of such debt is not otherwise provided for by law. When any shall not be collectible by other methods, he or she shall report the same to the city attorney for prosecution.

§ 2.16.040. Director of finance—Duties of city clerk transferred to director of finance.¶
The duties imposed upon the city clerk by Title Four, Division Three, Part Three, Chapter Two of the Government Code of the state, are transferred to the director of finance in accordance with Sections 37209 and 40805.5 of the Government Code of the state. In addition, the finance and accounting duties imposed upon the city clerk by Sections 40802 through 40805 of the Government Code of the state are transferred to the director of finance. The director of finance shall have those duties that were the duties of the city clerk that are transferred to the director of finance by this chapter.

§ 2.16.060. Director of finance—Bond.¶
The director of finance upon the entry to his or her duties of office shall execute a bond of the city in conformity with bonds of public officers, in accordance with the provisions of the Government Code of the state relating thereto, the amount of such bond to be determined by the city council by resolution.
