Chapter 2.16 — FINANCE DIRECTOR

2.16.010. - Office created.¶
The office of the Finance Director is created and established. The Finance Director shall be the Chief Fiscal Officer of the Town.

2.16.020. - Appointment.¶
The Finance Director shall be appointed by the Town Manager, and shall serve at the pleasure of the Town Manager. The Finance Director shall be qualified by sufficient technical accounting training, skill and experience to be proficient in the office and shall show evidence of executive ability.

2.16.030. - Duties.¶
The duties of the Finance Director shall be as follows, to:
(1)
Serve as the Chief Fiscal Officer of the Town;
(2)
Assist and advise the administration and the Town Council in all matters pertaining to Town finances;
(3)
Perform all financial and accounting duties imposed upon the Town Clerk by Government Code §§ 40802 through 40805;
(4)
Develop and maintain, in accordance with the State laws and the Town ordinances and best accepted procedures, adequate financial records, reports and budgetary control of all receipts, disbursement and reserves of the Town;
(5)
Supervise the keeping of current inventories of all property of the Town departments, offices and agencies;
(6)
Prescribe and develop accounting forms, reports and procedure in conjunction with administrative needs and requests, and as required by law;
(7)
Audit all demands in accordance with Sections 3.24.020 through 3.24.060;
(8)
Prepare annually for budget purposes an estimate of revenues for the Town Manager, and assist the Town Manager in compiling the annual budget in accordance with the prescribed chart of accounts and accepted procedures;
(9)
Assist the Town Council and the Town Manager in formulating a long-range financial plan and program;
(10)
Perform such purchasing duties as delegated to the Finance Director by the Town Manager;
(11)
Perform such other duties related to administrative and general services for the municipal government and business operations as may be delegated to the Finance Director by the Town Manager;
(12)
Serve as Town Treasurer;
(13)
Have the authority to sign all documents specified in Government Code §§ 40602(a) and 40602(b). The authority to sign documents specified in Government Code § 40602(b) is only authorized if signing of such documents is consistent with the Town's purchasing ordinance. In addition, have the authority to sign any other documents approved by the Town Council for execution by resolution;
(14)
In addition to all other duties, have the duties and obligations specified in the general laws of the State assigned to the office of the Town Treasurer and Town Tax Collector. The Finance Director shall be the Town Treasurer and Town Tax Collector and, as such officers, shall have the authority to execute on behalf of the Town any documents and instruments required to be executed as Town Treasurer or Town Tax Collector.
