Chapter 2.35 — DEPARTMENT OF PUBLIC HEALTH

2.35.010 - Department and offices created.

There is continued in existence a department of public health for the county, to be dually headed by the public health administrator and the public health officer, which offices are hereby created as dual department head positions of the department of public health of the County of Madera and which are exempt from civil service.

2.35.020 - Office appointments and salaries.

The offices of the public health administrator and public health officer shall be appointed by the board of supervisors and shall serve pursuant to county ordinances and rules. The salaries for the offices of the public health administrator and public health officer shall be set forth in each salary resolution. Notwithstanding the dual department heads, the public health administrator shall be the sole appointing authority for the department of public health for purposes of applicable provisions of the Madera County Code, including without limitation Chapters 2.54, 2.57, and 2.60, and any applicable county policy.

2.35.030 - Duties of public health administrator.

The duties of the public health administrator shall be:

A.

To plan, organize, direct and evaluate a comprehensive health program for the county which includes establishing policies and procedures relating to public health department operations;

B.

To implement public health programs with direction from the board of supervisors and the county administrative officer;

C.

To formulate and justify budgetary requirements for the public health department;

D.

To direct and evaluate management personnel in the planning and directing of departmental activities;

E.

To supervise preparation and submittal of applications as appropriate to secure grant funding for various health service projects and routine operations and to ensure that funds are allocated and expended as stipulated by the grants; and

F.

To perform such additional or related duties, or both, as may be established by the board of supervisors from time to time.

2.35.040 - Duties of public health officer.

The duties of the public health officer shall be:

A.

To perform all duties required of the public health officer as required by relevant federal, state, and local health laws and regulations;

B.

To provide public health information and recommendations to the public, other health care professionals, the media, local, state, and federal authorities, and the board of supervisors, as appropriate, in cooperation with the public health administrator;

C.

To provide medical guidance and take any appropriate preventative and/or remedial measures in the event of an emergency as may be necessary to protect and preserve the public health from any public health hazard, in cooperation with the public health administrator;

D.

To serve as the official registrar for vital statistics; and

E.

To perform such additional or related duties, or both, as may be established by the board of supervisors from time to time.
