2.17.010 - Office of development services created.

The office of development services is hereby created. The office of development services shall consist of the following: The department of community and economic development, the department of public works, and the department of water and natural resources. The office of development services shall oversee, plan, organize, manage, and direct the functions, operations, policies, and programs of the department of community and economic development, the department of public works, and the department of water and natural resources.

2.17.020 - Office of chief of development services created.

The office of chief of development services is created. The chief shall be appointed by and serve at the pleasure of the board of supervisors, but shall report to and receive general administrative direction from the county administrative officer. The chief plans, organizes, manages, directs, and oversees the functions, operations, policies, and programs of the office of development services, which consists of the department of community and economic development, the department of public works, and the department of water and natural resources. The chief is responsible for oversight of all duties as prescribed by state law and local ordinances, and the directives associated with the functions of the office of development services, including policy development, program planning and implementation, fiscal management, and the operations of the department of community and economic development, the department of public works,

and the department of water and natural resources. The chief may also be appointed by the board of supervisors to function in any office or capacity within the purview of the office of development services for which the incumbent is qualified. Such appointments include, but are not limited to, the county engineer, county surveyor, planning director, and road commissioner.

2.17.030 - Duties of office and chief.

The office and chief shall have the following responsibilities, functions and duties:

A.

Operation of Office. The chief shall supervise office, departmental and division personnel pursuant to county rules and ordinances; establish and maintain goals, objectives and plans for carrying out the functions of the office of development services, records and accounts for operation of the office of development services, including cost controls and cost records as approved by the auditor-controller; and recommend the annual budgets and capital improvement programs of the department of development services, the department of public works, and the department of water and natural resources, and exercise continuous budgetary control.

Supervision and Management. The chief shall provide guidance and exercise supervision and direct management over the director of the department of community and economic development, the director of the department of public works, and the director of the department of water and natural resources. The chief shall provide indirect management and supervision to personnel assigned to the office of development services.

General Planning and Implementation. The office of development services is responsible for implementing improvements and plans for new service programs or changes in methods or levels of service delivery, analyzing and evaluating program results as related to objectives and policy guidelines, and making related presentations to the board of supervisors. The chief shall advise the board of supervisors, county administrative officer, and/or appointive boards and commissions regarding long-range planning and recommendations concerning plans for new service programs or changes in methods or levels of service delivery.

Collaboration. The chief acts as liaison between the board of supervisors, the county administrative office, the Madera County Planning Commission, the Madera County Association of Governments, the Local Agency Formation Commission, the Madera County Redevelopment Agency, the airport land use commission, and other departments, divisions, subdivisions, offices, agencies, or commissions impacted by the services of the office of development services. The chief facilitates intra-departmental and agency collaboration and coordinates administrative functions with those of other agencies and departments.

E.

Knowledge and Implementation of Pertinent Laws. The chief remains knowledgeable of, and interprets, implements, and evaluates pertinent federal, state, local laws, codes, and regulations relating to the programs and functions of the office of development services. The chief directs, oversees, and participates in the preparation and/or evaluation of legislation affecting the operations of the office of development services.

F.

Additional Duties. Perform any and all other related services and activities as provided elsewhere in the county code including but not limited to Chapter 17.06 and as may be assigned by the board of supervisors and/or the county administrative officer.

2.17.040 - Department of community and economic development.

The department of community and economic development shall be organized, managed, directed, and overseen by the office of development services. The director of community and economic development shall direct and oversee the operations of the environmental health, planning, building, and fire prevention divisions of the community and economic development department. The director of the community and economic development department shall report to, and perform such other duties as assigned by the chief of the office of development services and/or the county administrative officer.

2.17.050 - Department of public works.

The department of public works shall be organized, managed, directed, and overseen by the office of development services. The director of the department of public works shall direct and oversee the operations of the maintenance and operations, capital improvement projects, and municipal services subdivisions of the department of public works. The director of the department of public works shall report to, and perform such other duties as assigned by the chief of the office of development services and/or the county administrative officer.

2.17.060 - Department of water and natural resources.

The department of water and natural resources shall be organized, managed, directed, and overseen by the office of development services. The director of water and natural resources shall report to, and perform such other duties as assigned by the chief of the office of development services and/or the county administrative officer.
