9.16.010 Public Event Defined¶
Public event is defined as a music festival, games, shows, outdoor theatre, exhibitions, carnivals, circuses, dances, parades and any other public gathering within the City and not including events conducted by public schools, potluck dinners, or other minor activities.
9.16.020 Public Events – Permits¶
A. Permit Required
A permit shall be required from the City Council for the conduct of any public event as defined herein. Written application for a public event shall be submitted to the City Council at least thirty (30) days prior to the date of the proposed public event. Applications for a public event shall be approved or denied by the City Council within fifteen (15) days after the application has been reviewed.
B. Permit Fee
The application for a public event shall be accompanied by a fee as set forth by resolution of the City Council.
C. Permit Issuance
No permit shall be issued unless and until the following criteria is considered by the City Council and conditions of approval of the permit are provided for any of the following, including but not limited to:
(1) Drinking facilities (2) Sewage and solid waste disposal (3) Concessions (4) Alcoholic beverages (5) Circulation and transportation (6) Security and Sheriff protection (7) Fire protection
