15.64.180 - Parking in certain places prohibited—Exceptions.

An operator shall not park a vehicle in any of the places designated in Sections 15.64.180, 15.64.190, 15.64.210, 15.64.270 and 15.64.290 through 15.64.440 of this Part 2 except when necessary to avoid conflict with other traffic or in compliance with a traffic sign or signal or direction of a police officer, and except that said sections do not prohibit motor buses stopping to receive or discharge passengers at such locations when such locations are appropriately marked as bus loading zones.

15.64.190 - Regulations applicable on state highways.

The provisions of Sections 15.64.180, 15.64.190, 15.64.210, 15.64.270 and 15.64.290 through 15.64.440, except Section 15.64.330, apply to state highways except that a sign or marking shall not be effective unless and until the finding of the board is approved by the Department of Public Works of the state of California. The commission shall remove any such sign on a state highway within six months after the county receives a written notice that the approval of the Department of Public Works of the state of California has been withdrawn.

15.64.195 - Parking passes for San Gabriel Canyon.

A.

An operator shall not park a vehicle in San Gabriel Canyon without a valid parking pass or sticker on any day when such passes or stickers are available at the entry or entries to San Gabriel Canyon. This requirement shall be inapplicable to

residents of San Gabriel Canyon or to operators parking in private or designated off-road parking areas.

B.

San Gabriel Canyon is defined for the purposes of this section as Route 39 north from Azusa to Crystal Lake and the East Fork Road from Route 39 to Glendora Mountain Road and Prairie Forks Road northerly eight-tenths of one mile.

15.64.200 - Vehicles parked over 72 hours—Removal by sheriff.

A.

The sheriff shall remove to a safe place every vehicle which has been parked or left standing upon a highway for 72 or more consecutive hours.

B.

As used in this section, the words "safe place" include, but are not confined to, any garage, parking lot or open space owned by, maintained by or under the jurisdiction of the county of Los Angeles, and also every privately owned garage the owner or proprietor of which will accept such vehicle.

15.64.210 - Removal of ignition key when parking.

Every operator who parks a motor vehicle upon any highway shall first lock the ignition, remove the key therefrom and take such key with him, unless a licensed operator remains in such motor vehicle, in which case such licensed operator before leaving such vehicle shall first lock the ignition, remove the key therefrom, and take such key with him.

15.64.220 - Parking on steep grades.

Whenever the commissioner has placed or caused to be placed appropriate signs, an operator shall not park a vehicle on any highway unattended when upon any grade exceeding three percent within any business or residence district without blocking the wheels of the vehicle by turning them against the curb.

15.64.230 - Parking parallel with curb.

Subject to other and more restrictive limitations, a vehicle may be parked within 18 inches of the left-hand curb facing in the direction of traffic moving upon any one-way street unless the commissioner has posted signs in accordance with the provisions of this Division 1 prohibiting such standing or parking.

15.64.240 - Angle parking.

Whenever the board finds that the width of a highway and traffic conditions are such that the parking of vehicles at an angle to the curb instead of parallel to the curb will not impede traffic, and that there is need for the additional parking space which parking at an angle will provide, the commissioner shall indicate at what angle traffic conditions make it desirable that vehicles should be parked by placing parallel white lines on the surface of the roadway. On such portions of such highways, whether such lines were painted before or after the effective date of the ordinance codified in this Division 1, an operator shall not stop, stand or park any vehicle except between, at the angle indicated by, and parallel to both such adjacent white lines, with the nearest wheel not more than one foot from the curb.

15.64.250 - Double parking prohibited.

A.

A person shall not park any vehicle on the roadway side of a vehicle which is stopped, parked or standing on a private street at the curb or edge of the roadway.

B.

For the purpose of this section "roadway" is defined as that portion of the street which is improved.

C.

This section does not prohibit any action prohibited by Section 22500 of the Vehicle Code or any other state law.

15.64.260 - Parking prohibitions for specific places—Board authority.

Whenever the board finds that the parking of vehicles at all or certain hours of the day upon any portion of a highway or of a private street which is open to the public constitutes a traffic hazard or impedes the free flow of traffic, or both, the commissioner shall erect signs stating that on such portion of such highway or such private street parking is prohibited at all or certain hours of the day.

15.64.261 - Parking prohibitions for vehicles over six feet high, near intersections.

Whenever the board finds that the parking of vehicles, with a height of six feet or more, within 100 feet of an intersection, creates a visibility limitation resulting in a potential traffic hazard, the director shall erect signs or markings stating that the parking of vehicles with a height of six feet or more is prohibited within 100 feet of an intersection.

15.64.270 - Parking on private driveways or other public and private property.

A.

A person shall not park any vehicle, whether attended or unattended, in any private driveway or upon any public or private property, except a highway, without the express or implied consent of the owner or person in lawful possession of such driveway or property.

B.

This action does not prohibit any act, either expressly authorized or expressly prohibited by either Section 602 of the Penal Code, or Section 21113 of the Vehicle Code of the state of California, or by any other state law.

15.64.271 - Parking in front yard.

A person shall not park any vehicle in the front yard, corner side yard or any additional area of a lot or parcel of land situated between the public right-of-way and any residence or accessory building or structure located therein, except that the parking of non-commercial vehicles is permitted in a driveway.

15.64.280 - Dual roadways.

Where a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, a person shall not park a vehicle upon the left-hand side of any such roadway unless the board finds that such standing or parking will not constitute a traffic hazard or impede the free flow of traffic.

15.64.290 - Parking between curb and adjacent property.

A person shall not park any motor vehicles between any curb and the adjacent property line except at those locations where the board finds that such parking will not constitute a traffic hazard or public nuisance.

15.64.300 - Blocking a Highway or Private Street Open to the Public.

A person shall not park any vehicle, whether attended or unattended, upon any highway or private street that is open to the public under Chapter 15.24, whether bordered by curbs or not, unless twelve (12) feet or more of the width of the paved or improved or main traveled portion of such highway or private street that is opposite such parked vehicle is left clear and unobstructed for the free passage of other vehicles.

15.64.302 - Blocking a Highway or Private Street with Edge Line Markings.

A person shall not park any vehicle, whether attended or unattended, upon any portion of a highway or private street that is open to the public under Chapter 15.24 where the roadway is marked at its border with edge line markings, unless no part of such parked vehicle is on or extends across the marked edge line markings.

15.64.310 - Vehicles transporting hazardous materials—Parking restrictions.

A.

For purposes of this section:

A motor vehicle is attended when the person in charge of the vehicle is on the vehicle, awake, and not in a sleeper berth, or is within 100 feet of the vehicle and has it within his unobstructed field of view.

A qualified representative of a motor carrier is a person who:

a.

Has been designated by the carrier to attend the vehicle;

b.

Is aware of the nature of the hazardous material or substance contained in the vehicle he attends;

c.

Has been instructed on the procedures he must follow in emergencies concerning hazardous materials or substances;

d.

Is authorized to move the vehicle and has the means and ability to do so.

B.

A vehicle transporting a hazardous material or substance as identified in Title 49 of the Code of Federal Regulations must be attended at all times by its driver or a qualified representative of the motor carrier that operates it, and shall not be parked on any highway, highway shoulder, street, alley, public way or public place, or within five feet of the traveled portion thereof, within a residential zone, or within 1,000 feet of any school, or within 300 feet of any bridge or tunnel, except for brief periods when mechanical or equipment failure or disablement or malfunction of the vehicle, or the necessities of operation require the vehicle to be parked and make it impractical to park the vehicle in any other place.

C.

Repair, maintenance, refuse, utility, termite and pesticide vehicles, fuel delivery vehicles, and vehicles delivering life support and health commodities, while servicing residential areas or schools, are exempt from the provisions of subsection B of this section. Additionally, such exempt vehicles need not be attended while the drivers are performing duties that are evident and necessary as the operator of the vehicle or the provider of the service.

D.

The rules of this section do not relieve a driver from any obligation imposed by federal, state or local laws relating to the transportation of hazardous materials or explosives, motor carrier safety regulations, or the placement of warning signs or devices when a motor vehicle is stopped on a public street or highway.

15.64.320 - Blocking driveways on private streets.

A.

A person shall not park any vehicle in front of a driveway on a private street which is open to the public.

B.

This section does not prohibit any action prohibited by Section 22500 of the Vehicle Code or by any other state law.

15.64.330 - Parking in intersections permitted when.

An operator may park within an intersection adjacent to the curb if the board finds, pursuant to Section 22500 of the California Vehicle Code, that the width of the highway and traffic conditions are such that such parking will not constitute a traffic hazard or impede the free flow of traffic.

15.64.335 - Loading and unloading of school bus passengers.

A.

Upon agreement between a transit system operating buses engaged as common carriers in local transportation and a school district, and pursuant to California Vehicle Code Section 22500.5, school buses owned by, or operated under contract for, a public school district may stop for the loading and unloading of passengers alongside any or all curb spaces designated for the loading or unloading of passengers of the transit system buses.

B.

Subject to California Vehicle Code Section 22504(c), school buses owned by, or operated under contract for, a public school district may stop in front of public or private driveways on residential and collector streets for the loading and unloading of

passengers pursuant to California Vehicle Code Section 22500. This provision does not apply to secondary or major highways.

15.64.340 - Legislative Findings.

A.

The County of Los Angeles has experienced a proliferation of used vehicles being parked or left idle on public streets and in parking lots of County park facilities for the purpose of advertising or displaying such vehicles for sale, resulting in a negative impact on the County, its residents, and businesses.

B.

The California courts have ruled that a city or county may reasonably regulate the time, place, and manner in which its public streets and its lands are used for the sale of vehicles.

C.

The California legislature enacted section 22651.9 of the California Vehicle Code ("CVC") authorizing cities and counties to remove and impound vehicles with "for sale" signs from designated streets or public lands.

D.

CVC section 22651.9(a) authorizes the removal and impoundment of vehicles when all of the following requirements are met:

Because of a sign or placard on the vehicle, it appears that the primary purpose of parking the vehicle at that location is to advertise to the public the private sale of that vehicle;

Within the past 30 days, the vehicle is known to have been previously issued a notice of parking violation, under local ordinance, which was accompanied by a notice containing all of the following:

a)

A warning that an additional parking violation may result in the impoundment of the vehicle;

b)

A warning that the vehicle may be impounded pursuant to CVC section 22651.9, even if moved to another street or location listed in Section 15.64.341 so long as the signs or placards offering the vehicle for sale remain on the vehicle;

c)

A listing of the streets or public lands subject to the regulation or ordinance adopted pursuant to CVC section 22651.9(a)(4);

The notice of parking violation was issued at least 24 hours prior to the removal of the vehicle; and

The local authority of the city, county, or city and county has, by resolution or ordinance, authorized the removal of vehicles pursuant to CVC section 22651.9 from the street or public lands on which the vehicle is located.

E.

The California Department of Motor Vehicles ("DMV") conducted a survey of its eight DMV Investigation Offices ("DMV Survey") throughout Los Angeles County in August 2010 to document the issues its investigators were seeing in the field related to vehicles parked for purposes of sale on certain streets in the County.

F.

The data gathered from the DMV Survey substantiates the continuing and pervasive problem unlicensed vehicle sales pose to the community, and serves as a sound factual basis for the need to adopt an ordinance to regulate the sales of cars on the public rights-of-way.

G.

The DMV Survey noted significant health and safety issues, dangerous traffic conditions, and additional issues and concerns related to vehicles parked for purposes of sale on certain streets in the County.

H.

In 2015, following complaints of vehicles being offered for sale at County park facilities by unlicensed individuals, the DMV conducted several operations to investigate unlicensed auto dealer activity. This activity included loitering by unlicensed auto dealers who offer for sale vehicles parked and displayed at parking lots of County park facilities. The DMV found that unlicensed activity by new and previously identified unlicensed auto dealers has shifted from major thoroughfares and streets to adjacent County park facilities due to changes in parking regulations and ordinance restrictions enacted by government entities such as the City of Los Angeles.

I.

Based on the DMV Survey results, and subsequent investigation, activity reported by law enforcement, and community complaints, the Board of Supervisors seeks to impose reasonable restrictions prohibiting the parking of vehicles for the primary purpose of advertising or displaying such vehicles for sale upon certain streets and at County park facilities within the unincorporated areas of the County.

J.

The Board of Supervisors finds and determines that the restrictions imposed by this ordinance upon the parking of vehicles upon the designated streets and at County parks for the purpose of advertising or displaying such vehicles for sale are necessary to protect the general health, safety, and welfare of the community, and specifically finds:

The unrestricted parking of vehicles for such commercial purposes causes passing motorists to slow down or stop to obtain information on the signage on the parked vehicles, causes motorists to illegally "double park" next to such vehicles and get out of their cars to examine the vehicles thereby blocking traffic, and encourages jaywalking across streets for prospective buyers to inspect the vehicles, thereby creating dangerous traffic conditions for other motorists and pedestrians alike in the County;

The unrestricted parking of vehicles for such commercial purposes increases the potential for vehicle burglaries and other crimes, stolen vehicle sales, other unlicensed/uninsured/unregulated vehicle activities, attracts illegal street vendors, detrimentally impacts the image of the County, and creates an increased need for police service in the areas of the County in which the parking for sale occurs;

The unrestricted parking of vehicles for such commercial purposes has brought about health hazards to the community due to activities reported by the DMV such as drug and alcohol use, urination in public, and the dumping of trash in the surrounding community, which creates a health hazard and negatively impacts property values;

The unrestricted parking of vehicles for such commercial purposes adversely affects the public welfare as it attracts other illegal activity such as the sale of vehicles to innocent purchasers with mechanical and/or ownership document problems causing harm to the citizens of the County;

The unrestricted parking of vehicles for such commercial purposes detrimentally impacts existing businesses and residences by reducing and/or eliminating the number of parking spaces on public streets which are available to business patrons, residents, occupants, and guests in the vicinity of such parked vehicles;

The unrestricted parking of vehicles for such commercial purposes detrimentally impacts the community by reducing and/or eliminating the number of available parking spaces in parking lots of County park facilities for park visitors;

The unrestricted parking of vehicles for such commercial purposes is being done by individuals who are conducting business without a State dealers' license, thereby undercutting duly-licensed vehicle sales businesses that are in compliance with State law;

The unrestricted parking of vehicles for such commercial purposes negatively impacts the County's infrastructure by requiring additional street and parking lot maintenance and repair by the County Departments of Public Works and Parks and Recreation, as well as additional monitoring by the County Sheriff's Department without the receipt of any County revenue;

As the activity is most prevalent on the more visible, popular, and heavily traveled streets which attract the greatest amount of potential buyers, it is necessary to make restrictions against such parking potentially applicable to all major and secondary highways in order to address possible migration of the activity to various other locations on such highways, as well as to impose such restrictions on other enumerated highway segments; and

As the activity has migrated to other visible and popular areas including without limitation County park facilities which attract potential buyers, it is necessary to make restrictions against such parking applicable to all County park facilities.

K.

The purpose of this ordinance is to narrowly restrict the parking of vehicles for sale at the locations identified in Section 15.64.341 in order to protect the health and safety of the public in general, the interests of duly-licensed vehicle dealers, the interests of businesses and residents located in the vicinity of these streets, and the interests of visitors of County park facilities.

15.64.341 - Displaying Vehicle for Sale—Prohibited on Certain County Streets and County Park Facilities.

No person shall park or leave standing any motor vehicle with a sign or placard or other writing on such vehicle at any of the locations listed below which makes it appear that the primary purpose for parking such vehicle at that location is to advertise to the public the private sale of such vehicle:

A.

Any location on a major highway or secondary highway, as defined in Sections 22.14.130 or 22.14.190, respectively, of this Code, which is posted with signage reflecting the prohibition, based upon a determination by the Department of Public Works, that one or more of the conditions described in Subsection J of Section 15.64.340 exists at such location.

B.

The following additional highway segments, which are posted with signage reflecting the prohibition, based upon a determination by the Department of Public Works that one or more of the conditions described in subsection J of Section 15.64.340 exists at such locations:

57th Street (Ladera Heights):

• Both sides of 57th Street between Shenandoah Avenue and Chariton Avenue.

59th Place (Florence/Firestone):

• Both sides of 59th Place between Hooper Avenue and Compton Avenue.

57th Street (Ladera Heights):

• Both sides of 57th Street between Shenandoah Avenue and Chariton Avenue.

83rd Street (Florence-Firestone):

• North side of 83rd Street between Croesus Avenue and Alameda Street; and

• South side of 83rd Street between Lou Dillon Avenue and Alameda Street.

85th Street (Florence-Firestone):

• Both sides of 85th Street between Lou Dillon Avenue and Alameda Street.

89th Street (Florence/Firestone):

• Both sides of 89th Street between Juniper Street and Alameda Street.

96th Street East (Pearblossom):

• Both sides of 96th Street East between 500 feet north of Avenue T and 500 feet south of Avenue T.

105th Street (Lennox):

• Both sides of 105th Street between Hawthorne Boulevard and Ravenswood Avenue.

106th Street (Lennox):

• Both Sides of 106th Street between Hawthorne Boulevard and Freeman Avenue.

111th Place (Athens/Westmont):

• Both sides of 111th Place between Denker Avenue and Normandie Avenue.

111th Street (Lennox):

• Both sides of 111th Street between Western Avenue and Denker Avenue.

• North side of 111th Street between Grevillea Avenue and Hawthorne Boulevard.

228th Street (West Carson):

• Both sides of Base Line Road north frontage road between its westerly terminus and Factor Avenue.

Batson Avenue (Rowland Heights):

• Both sides of Batson Avenue between Colima Road and Los Palacios Drive.

Belden Avenue (East Los Angeles):

• Both sides of Belden Avenue between Hubbard Street and Whittier Boulevard.

Bosewell Place (East Los Angeles):

• Both sides of Bosewell Place between Downey Road and Sunol Drive.

Bradshawe Avenue (East Los Angeles):

• Both sides of Bradshawe Avenue between Hubbard Street and Whittier Boulevard.

Brady Avenue (East Los Angeles):

• Both sides of Brady Avenue between Hubbard Street and Whittier Boulevard.

Broadway (Walnut Park):

• Both sides of Broadway between Santa Fe Avenue and Seville Avenue; and

• Both sides of Broadway between Santa Fe Avenue and the City of Huntington Park boundary.

Burgess Avenue (South Whittier):

• Both sides of Burgess Avenue between Leffingwell Road and Imperial Highway.

Butler Avenue (East Rancho Dominguez):

• Both sides of Butler Avenue between Compton Boulevard and Myrrh Street.

California Street (Walnut Park):

• Both sides of California Street between Santa Fe Avenue and the City of Huntington Park boundary.

Carmenita Road (South Whittier):

• Both sides of Carmenita Road east frontage road between Walburg Street and Telegraph Road; and

• Both sides of Carmenita Road west frontage road between Trumball Avenue and Laurel Avenue.

Carolina Place (East Los Angeles):

• Both sides of Carolina Place between its west terminus and Woods Avenue.

Cass Place (Walnut Park):

• Both sides of Cass Place between Santa Fe Avenue and City of South Gate Boundary.

Castaic Road (Castaic):

• Both sides of Castaic Road between its northerly terminus and Lake Hughes Road.

Chariton Avenue (Ladera Heights):

• Both sides of Chariton Avenue between Ladera Crest Drive and 55th Street.

Clark Avenue (Hacienda Heights):

• South side of Clark Avenue between 7th Avenue and Turnbull Canyon Road.

Cole Place (Walnut Park):

• Both sides of Cole Place between Santa Fe Avenue and the City of South Gate boundary.

Converse Avenue (Florence-Firestone):

• Both sides of Converse Avenue between Gage Avenue and 175 feet north of 59th Street.

Cudahy Street (Walnut Park):

Francisquito Avenue South Frontage Road (West Puente Valley):

• Both sides of Francisquito Avenue south frontage road between its westerly terminus, west of Evanwood Avenue and Greenberry Drive.

Fullerton Road (Rowland Heights):

• Both sides of Fullerton Road east frontage road between Los Palacios Drive and its northerly terminus; and

• Both sides of Fullerton Road west frontage road between Mescal Street and Galatina Street.

15.64.342 - Notice of Parking Violation/Authorization for Removal of a Vehicle…

A vehicle found to be in violation of Section 15.64.341 shall be issued a notice of parking violation. Pursuant to CVC section 22651.9(a)(4), any peace officer, as defined in Chapter 4.5 (commencing with section 830) of Title 3 of Part 2 of the Penal Code, or any regularly employed and salaried employee, who is engaged in directing traffic or enforcing parking laws and regulations of the County, may remove a vehicle located within the unincorporated area of the County which is in violation of this section, if all of the following requirements are satisfied:

Because of a sign, placard, or other writing on the vehicle, it appears that the primary purpose of parking the vehicle at that location listed in Section 15.64.341 is to advertise to the public the private sale of that vehicle;

Within the past 30 days, the vehicle is known to have been previously issued a notice of parking violation for violating Section 15.64.341, which was accompanied by a notice containing all of the following:

a)

A warning that an additional parking violation may result in the impoundment of the vehicle;

b)

A warning that the vehicle may be impounded pursuant to CVC section 22651.9, even if moved to another street or location listed in Section 15.64.341 so long as the signs or placards offering the vehicle for sale remain on the vehicle; and

c)

A listing of the streets and public lands contained in Section 15.64.341.

The notice of parking violation was issued at least 24 hours prior to removal of the vehicle.

15.64.343 - Post storage impound hearing.

Section 22852 of the CVC applies to this section with respect to the removal of any vehicle in violation of Section 15.64.342. Section 22852 is incorporated by reference as if set forth in full herein and provides, in summary, that whenever an authorized member of a public agency directs the storage of a vehicle, the County shall direct the storage operator to provide the vehicle's registered and legal owner(s) of record, or their agent(s), with the opportunity for a post-storage hearing to determine the validity of the storage. Notice of the storage shall be mailed or personally delivered to the registered and legal owner(s) within 48 hours, excluding weekends, as specifically provided for under Section 22852 of the CVC. To receive a post-storage hearing, the owner(s) of record, or their agent(s), must request a hearing in person, in writing, or by telephone within 10 days of the date appearing on the notice. The County may authorize its own officer or employee to conduct the hearing as long as the hearing officer is not the same person who directed the storage of the vehicle.

15.64.350 - Special hazard areas—Parking prohibition authority.

At any place for a distance not to exceed 100 feet where the commissioner finds that parking would unduly hamper the free flow of traffic, result in special traffic hazard, or endanger public health or safety, he shall place appropriate signs or markings prohibiting such parking.

15.64.370 - Areas near fire hydrants on private roads.

A.

An operator shall not park within 15 feet of a fire hydrant on any private road except when such vehicle is attended by a licensed operator or chauffeur who is seated in the front seat and who can immediately move such vehicle in case of necessity.

This section does not prohibit any action prohibited by Section 22514 of the Vehicle Code or by any other state law.

15.64.390 - Use of assigned parking spaces.

Whenever any vehicle parking space is assigned for the exclusive use of the occupant of any building, whether residential, commercial or industrial, which parking space is within such building or elsewhere, and at, in or near such parking space there is a legible sign stating either that such space is exclusively assigned, or that parking is prohibited, or both, a person, other than the person to whom such parking space is assigned, shall not park any vehicle in such parking space except with the permission of the person to whom such parking space is assigned.

15.64.400 - Physically handicapped persons—On-street vehicle parking.

Whenever the board designates any on-street vehicle parking space for the exclusive use of physically handicapped persons whose vehicles display either one of the distinguishing license plates issued to disabled persons pursuant to Section 22511.5 or to disabled veterans as specified in Section 9105 of the California Vehicle Code, an operator of any vehicle not displaying one of the aforesaid distinguishing license plates shall not park such vehicle in such parking space. The commissioner shall place blue paint markings at each such parking space in the manner specifically set forth in the California Vehicle Code, and in addition thereto, may indicate said parking space or spaces by signs or other suitable means.

15.64.410 - Physically handicapped persons—Off-street parking facilities.

Whenever the board designates stalls or spaces in an off-street parking facility, owned or operated by the county of Los Angeles, for the exclusive use of physically handicapped persons whose vehicles display either one of the distinguishing license plates issued to disabled persons pursuant to Section 22511.5 or to disabled veterans as specified in Section 9105 of the California Vehicle Code, an operator of any vehicle not displaying one of the aforesaid distinguishing license plates shall not park such vehicle in such parking space. The designation shall be made by posting immediately adjacent to, and visible from, each stall or space, a sign consisting of a profile view of a wheelchair with occupant in white on a blue background.

The director of the internal services department is authorized to issue, on behalf of the board, additional parking regulations and restrictions relating to the use of any or all of the parking facilities listed in this section and to post at such parking facilities appropriate signs giving notice of all applicable regulations and restrictions.

D.

A written statement of regulations and restrictions imposed under this section shall be available for inspection at the office of the clerk of the board.

E.

Any person violating or failing to comply with this section shall be deemed guilty of an infraction and upon conviction thereof shall be punished pursuant to California Vehicle Code Section 42001(a) and any amendments thereof.

F.

Sheriff's deputies and security officers, contract security guards, and parking services employees of the internal services department are authorized to issue notices of violation of regulations and restrictions imposed pursuant to this section.

15.64.446 - County-owned or operated parking facilities—Fee exemption for vehicles with…

Notwithstanding any other provision of this code, vehicles displaying valid veterans special license plates issued pursuant to the provisions of California Vehicle Code sections 5007(a)(2) (disabled veteran), 5101.3 (Pearl Harbor survivor), 5101.4 (Medal of Honor and Distinguished Service Cross), 5101.5 (former American prisoner of war), 5101.6 (Congressional Medal of Honor), or 5101.8 (Purple Heart recipient) shall be exempt from the payment of parking fees at any county-owned or county- operated public parking lots during such days and times that parking fees at such lots are required to be deposited into a parking meter or paid directly to a parking attendant, but not where entrance or exit from the involved lot is controlled solely by an automated system. This fee exemption shall not apply on weekends or holidays, other than Veterans Day, to the extent that parking fees are otherwise payable on such days. Vehicles subject to the above fee exemption shall nonetheless be subject to any other restrictions pertaining to parking at the involved location.

15.64.447 - Public library facilities—Parking restrictions.

A.

No person shall drive, stop, park, or leave standing any vehicle, whether attended or unattended, upon the parking facilities of the County Public Library except with the permission of the Board and upon and subject to posted regulations and restrictions imposed by the Board pursuant to this section.

B.

The following restrictions apply to all facilities subject to this section:

Parking is only permitted in designated spots.

Parking is only permitted for Library customers or staff.

No unauthorized parking in a reserved area.

No parking in aisles or hash-marked areas.

No parking in driveways.

No loitering on the parking lot.

No overnight parking (between the hours of 10 p.m. to 6. a.m.) or camping.

No parking of any vehicle which takes up two or more parking stalls or inhibits the use of adjacent parking space.

No dumping of gray water or other materials of any kind from any vehicle/RV unit.

No parking vehicles over 20 feet long.

C.

No parking is allowed at the Public Library facility located at 7400 East Imperial Highway, or at other library locations when so designated by the County Librarian, without a permit visible on or through the vehicle windshield.

D.

The County Librarian is authorized to issue, on behalf of the Board, additional parking regulations and restrictions relating to the use of any or all Public Library facilities and to post at such parking facilities appropriate signs giving notice of all applicable regulations and restrictions.

E.

A written statement of any regulations and restrictions imposed under this section shall be available for inspection at the office of the Executive Officer, Board of Supervisors.

F.

Any person violating or failing to comply with this section shall be deemed guilty of an infraction and upon conviction thereof shall be punished pursuant to California Vehicle Code Section 42001(a) and any amendments thereof.

G.

Persons employed by the County as contract security guards and any designated County employee or California peace officer are authorized to issue notices of violation of regulations and restrictions imposed pursuant to this section.

H.

Public Library Facilities are designated "Tow Away Zones" for purposes of Part 4 of this chapter.

15.64.448 - Sheriff's facilities—Parking restrictions.

A.

No person shall drive, stop, park, or leave standing any vehicle or trailer, whether attended or unattended, upon the parking facilities of the County Sheriff's Department except with the permission of the Board of Supervisors and upon and subject to posted regulations and restrictions imposed by the Board pursuant to this section.

B.

The following restrictions apply to all facilities subject to this section:

Parking is only permitted in designated spots.

Parking is only permitted for County employees, staff, and persons doing business at the facility.

No unauthorized parking in a reserved area.

No unauthorized parking in assigned parking spaces.

No parking in aisles or hash-marked areas.

No parking in driveways.

No unauthorized overnight parking or camping.

No parking of any vehicle which takes up two or more parking stalls or inhibits the use of adjacent parking space.

No dumping of gray water or other materials of any kind from any vehicle/RV unit.

No parking vehicles over 20 feet long.

No loitering on the parking lot.

C.

No parking is allowed at parking facility locations designated as "permit only" by the Sheriff without a permit visible on or through the vehicle windshield.

D.

Official County vehicles may be exempt from the restrictions imposed hereby at the discretion of the Sheriff.

E.

The Sheriff is authorized to issue, on behalf of the Board, additional parking regulations and restrictions relating to the use of any or all Sheriff's Department facilities and to post at such parking facilities appropriate signs giving notice of all applicable regulations and restrictions.

F.

A written statement of any regulations and restrictions imposed under this section shall be available for inspection at the office of the Executive Officer, Board of Supervisors.

G.

Any person violating or failing to comply with this section shall be deemed guilty of an infraction and upon conviction thereof shall be punished pursuant to California Vehicle Code Section 42001(a) and any amendments thereof.

H.

Persons employed by the County as contract security guards and any designated County employee or California peace officer are authorized to issue notices of violation of regulations and restrictions imposed pursuant to this section.

I.

Sheriff's Department facilities are designated "Tow Away Zones" for purposes of Part 4 of this chapter.
