§ 8.16.010. Unloading of exposed animals prohibited.¶
No cloven-hoofed animals from California counties that have been proclaimed by the Governor of California to have been exposed to hoof and mouth disease shall be unloaded or received in the county.

§ 8.16.020. Quarantine—Required when—Notice.¶
Where cloven-hoofed animals have been received in the county from so-called exposed counties, so proclaimed by the Governor of California, these animals and the premises where they are situated shall be placed under strict quarantine for a period of ten days or more. This quarantine shall be enforced by an armed guard, who shall have authority to enforce it and shall prevent all movements of any person or animal and milk products or containers to or from the premises. Quarantine notices shall be placed on the premises at once.

§ 8.16.030. Test, inspection—Animal destruction.¶
At the end of ten days the animals on the premises described in Section 8.16.020 shall be tested and inspected for tuberculosis and foot and mouth disease by a qualified veterinarian selected by the board of supervisors. All animals affected with the foot and mouth disease shall be destroyed and if the disease is found the premises shall be thoroughly disinfected and cleaned by qualified veterinarians under the direction of the board of supervisors.

§ 8.16.040. Quarantine—Exception, permit required.¶
A quarantine is established and rigidly enforced at the boundaries of Lassen County against all movements of livestock into the county from points in the state of California outside the county, except as hereinafter provided:
A special permit may be issued in writing by the county livestock inspector for the movement into the county of livestock originating in localities bordering or adjacent to the county, provided that the livestock at the discretion of the county livestock inspector may be inspected by him and held in close confinement without the county at the expense of the owner or party or parties in charge thereof for a period of ten days and again inspected by the county livestock inspector and determined by him to be free from foot and mouth disease. And provided further that the county inspector may issue a permit in writing based on a written permit issued by the livestock inspector of either Modoc, Siskiyou, Shasta, Tehama, Trinity or Plumas, provided the above counties shall have adopted similar quarantine measures against foot and mouth disease.

§ 8.16.050. Quarantine—Enforcement.¶
It is unlawful for any person, firm, corporation, association, or company to drive, transport or bring into the county, any livestock without a permit in writing from the livestock inspector of Lassen County provided that livestock may be brought into Lassen County from the counties of Modoc, Shasta, Plumas, Tehama, Trinity, Siskiyou, Humboldt and Del Norte, if accompanied by a health certificate from the livestock inspector of the county from which the livestock are brought, showing the livestock to be free from a contagious and infectious disease known as the foot and mouth disease. The livestock inspector of Lassen County may maintain a quarantine at the boundaries of Lassen County against all movement of livestock into Lassen County from points outside of the counties hereinabove named, against any contagious or infectious disease, and particularly a disease known as the foot and mouth disease. Such quarantine shall be maintained and enforced in accordance with the rules and regulations promulgated by the Directors of Agriculture of the state of California, or the Department of Agriculture of the state of California, or the Department of Agriculture of the United States, for the purpose of preventing the spread of such contagious or infectious disease in the state of California.

§ 8.16.060. Quarantine—Guard provisions.¶
If in the opinion of the livestock inspectors of the several counties above named, it is necessary or advisable to maintain a quarantine along the southern boundary lines of the counties of Shasta, Plumas, Tehama, Trinity, Humboldt, against the movement of livestock for the counties south of the boundary line, the livestock inspector of Lassen County for the purpose of carrying out and enforcing the quarantine shall have power to employ guards to patrol the boundary lines; the salary of the guards to be not to exceed $_____________ per day, and to be paid out of any money in the general fund in the county treasury; the quarantine shall be maintained and enforced in accordance with the rules and regulations promulgated by the Director of Agriculture of the state of California, or the Department of Agriculture of the United States, for the purpose of preventing the spread of such contagious and infectious diseases in the state of California.

§ 8.16.070. Quarantine—Livestock movement restrictions.¶
During the existence of the quarantine no livestock, produce, persons, baggage, materials or equipment, which in the opinion of the livestock inspector may be infected with such foot and mouth disease, shall be permitted to come into Lassen County, and the Lassen County livestock inspector is authorized to prevent any animals, produce, person, baggage, materials or equipment from coming or being brought into Lassen County until the same has been inspected by him and he has given a written permit to the owner or persons having possession thereof, authorizing the same to be brought into the county, and for that purpose may require such person or owner of the livestock, produce, baggage, materials or equipment to detain the same outside the boundary of the county for such period of time as the livestock inspector may direct.

§ 8.16.080. Disinfection of clothing, person, baggage.¶
It is unlawful for any person coming from within the area now or hereafter known to be infected with foot and mouth disease to enter upon any premises within Lassen County, where livestock are kept or detained, without first having their clothing, baggage and person disinfected in a manner prescribed by the livestock inspector.

§ 8.16.090. Provisions—Restrictions.¶
The provisions of this chapter shall not apply to any counties of the state of California which have been declared a tubercular eradication area and as to such counties inspection or certificates from livestock inspectors shall not be required for livestock originating in these counties. As to these counties an affidavit shall be required from the owner that the animals originated for shipment in the county, which affidavit shall be presented to the receiving carrier.
